Job Description:
60% Quality Program Support and MEAL Systems Management
Work with WFP-GFD project staff to ensure WFP Technical Guidance for Monitoring, Evaluation, and Reporting for Emergency Activities is in place (ITT, Data collection, process Monitoring, Reporting, etc). Ensure proper branding of the WFP-GFD project in Food assistance program deliverables ( Project Sites, & project events) Lead coordination of needs assessments, live distributions, PDM, and ensuring findings are analyzed and documented. Support the field staff to engage in data management and ensure the accuracy of monthly CPDRs and produce monthly narrative reports Guide and ensure the field staff conducts regular warehouse management as per the food system management. Maintain a database to ensure all project outputs and results are accurately recorded and coordinated to inform project staff. Provide technical MEAL guidance to effectively and timely track program progress, effectiveness, and impact on donors' reporting requirements and for use in new project design. Led the design and coordination to conduct WFP-GFD assessments, PDMs, onsite monitoring, and evaluation. Work with the Regional Food Resource Project Manager to ensure sound program design and implementation, meeting Core Humanitarian Standards (CHS) and prioritizing program quality and constant improvement towards a robust community-centered approach and adhere to the donor's existing milestones Review relevant food transaction documents to check and provide feedback on practice of standard recording and documentation and reconciliation between different commodity transaction recording documents. Check and ensure that control procedures are adequate at each stage of the WFP-GFD food handling and distribution process to prevent corruption and misappropriation. Organize the planning for project data quality audits and monitor and coordinate routine data quality audits conducted in different distribution points, compile results at the level of a project, and develop action plans to implement corrective measures. Support in installing, partners connect, scope and PIT Intensively engage in commodity tracking on a daily, weekly, and monthly basis to ensure accountability across levels Ensure application of donor compliance (E.g. CP & safeguarding, PDM, etc) Increase capacity of other staff based on donor needs
20% Implementation & Reporting
Compile & ensure alignment of monthly operational plan with WFP-GFD project. Moreover, ensure alignment of the WFP-GFD Project Procurement plan towards the project objective. Coordinate & collaborate with the Food resource project Manager & Zonal Coordinators, and produce quality reports (daily, weekly, monthly, and quarterly). Ensure M&E deliverables of the WFP-GFD Project (monthly, quarterly, report, Semi-Annual report, Close Out Report, Inventory, Final Evaluation Report, and Final Pragmatic Report) Ensure the unified database of program outputs is maintained. Implements electronic, mobile data collection systems in MEAL processes. Implement accountability mechanisms at field level, e.g. complaints and feedback response mechanisms –assessment, design, implementation, and review. Implement activities to raise awareness of prevention of sexual exploitation and abuse and handling of serious complaints in line with child safeguarding policy. Work closely with field project staff to ensure that they have all the required information, material, and resources needed for their day-to-day work. Ensure that regular monitoring and accountability (CFRM database) reports are received and communicated effectively to the Humanitarian Accountability Coordinator at the National level. Support National MEAL to conduct internal evaluations when appropriate based on Search Evaluation Guidelines and Policies.
15% Documenting Learning
Ensure the presence of quality documents at all WFP-GFD project locations (M&E plan, Distribution plan, distribution status, sensitize on the already agreed selection criteria of beneficiaries, Project distribution list & report Promote learning in the project, particularly on issues of program quality and contribute to quality assurance of projects. Regularly produced and reported on best practices and case studies; ensured new analysis and information was available With the collaboration of NPH/Tigray MEAL coordinator provided technical support in assessments for new project opportunities, e.g. data collection, data quality assurance, data analysis, and facilitated involvement of stakeholders. Ensure there is a system to document lessons learned and best practices, advise on and shape current implementation, and inform future design. Provide MEAL technical support to the PMs and the Information System Manager (ISM) in developing effective and standardized IM systems.
5% Other Responsibilities assigned by the supervisor
