CASA PROJECT OVERVIEW

As a programme funded by the UK’s Foreign, Commonwealth and Development Office (FCDO) – International Climate Finance (ICF), CASA demonstrates the business case for global and national investment in climate-resilient agri-food systems that increase smallholder farmer incomes. The programme facilitates increased investment in agribusinesses by demonstrating the commercial and development potential of inclusive business models with smallholder farmer supply chains. CASA achieves this by:

  • Demonstrating the commercial viability – and building the investment-readiness – of small and medium-sized (SME) agribusinesses with smallholder farmer supply chains
  • Helping impact and return-oriented investors to increase the impact of their investments through the provision of inclusive technical assistance
  • Strengthening the voices of smallholder producers (especially of women in agribusiness decision-making) and their positions within supply chains (through improved offtaking or aggregation arrangements), and
  • Filling the information, evidence and learning gaps holding back investment.

To demonstrate the commercial and development potential of business models with smallholder farmer supply chains, CASA Component A (Market Systems Development), implemented by NIRAS and Swisscontact, pilots catalytic interventions within agricultural value chains in Ethiopia, Malawi, Nepal and Rwanda (and formerly Uganda) that support agri-SMEs to prepare for and secure investment while connecting smallholder farmers to commercial markets and building their resilience in the face of climate change.

CASA Component B, the Technical Assistance Facility (TAF), implemented by TechnoServe, supports agribusinesses that work with smallholder farmers in countries across Africa and Asia, helping them to grow in ways that drive meaningful benefits for farmers in the form of increased incomes, jobs, and resilience to climate change. CASA TAF does this by partnering with some of the largest development investors in the agriculture sector to provide technical assistance to their portfolio companies. CASA TAF also offers tailored technical advisory to FCDO Posts, as part of the UK Green and Inclusive Growth Centre of Expertise, to catalyse more and better investment in the agricultural sector and support agriculture commercialisation in an inclusive, sustainable and climate-resilient way.

To fill the information, evidence and learning gaps holding back investment, CASA Component C (Research, Learning and Communications), previously implemented by CABI, has carried out research and communications activities to identify constraints, opportunities and evidence gaps; shaped debates on smallholder/agribusiness models to influence investors, governments and donors; and created networking opportunities through events and stakeholder engagement. Now implemented by NIRAS, Component C currently focuses on disseminating the learning from the practical experiences of Components A and B as the CASA Programme communicates about the case for investment in inclusive climate-resilient agri-food systems that increase smallholder farmer incomes.

In Ethiopia, CASA is designing and implementing projects with private sector partners in Soybean and Vegetable value chains. Specific indicative interventions have been developed to improve smallholder commercialisation in vthe egetable value chain and up to five projects are to be rolled out from January 2025. CASA is looking for a Market Analyst - Vegetables to assist the CASA Ethiopia Country Intervention Team with the design, and implementation of these project interventions in the Vegetable Value Chain.

2. ASSIGNMENT BACKGROUND

CASA Ethiopia has entered a crucial period that requires the team to fully deliver 4 or 5 project interventions in the vegetable value chain for completion by December 2025. To successfully achieve these deliverables, CASA Ethiopia requires a Market Analyst to support the programme team as well as support the Market System Managers in implementing the project business plans as per sub-award agreements, appropriately rolling out the projects and effectively monitoring them. The primary objective of this assignment is to provide support to selected project partners and other system actors to support the delivery of agreed interventions in one or more sectors responsive to programme needs. The Market analyst will also work closely with the CASA programme team in supporting the implementation and monitoring of pilot projects. The Market analyst may be expected to assist with various administration, logistical, budgeting, and Monitoring, Evaluation

About You

3. DUTIES AND RESPONSIBILITIES

Under the overall supervision of Market System Manager - Vegetables, the Market analyst will be responsible for supporting the assigned project partners on the day-to-day activities related to project development and implementation.

The specific duties of the consultants are as follows:

  • Support project partners in targeting and mobilization of smallholder farmers during project implementation.
  • Provide day-to-day field-level monitoring and follow-up support for project partners and other system actors (smallholders, cooperatives, aggregators) to ensure delivery of high-impact interventions as required by CASA;
  • Networking project partners with public-private sector service providers to ensure the smooth operation of the business.
  • Support project partners in the development, review and timely submission of physical (activity) performance and financial reports as per agreed ‘detail activity plans’ under ‘partnership (grant) agreements.
  • Support different STTAs assigned by Niras for short-term consultancy works.
  • Support the programme team on any administrative/business support tasks (including quarterly and annual project reporting) related or linked to CASA’s objectives and work plans;
  • Assist the project partners in organising various events such as meetings, workshops, conferences, and seminars as may be required;
  • Support project partner(s) to contribute to collecting relevant data to fit into the Monitoring and Evaluation Learning (MEL) processes.
  • Facilitate the linkage of project partners, smallholders, cooperatives and aggregators with Financial Institutions (RuSACOs, Banks and MFIs).
  • Maintain and update the pipeline of sector agribusinesses seeking third-party investments;
  • Contribute to periodic progress reports and outputs for relevant interventions by communication guidelines and needs;
  • Complying with CASA’s Standard Operating Procedures manual and other relevant requirements of Niras International Consulting Ethiopia.
  • Actively participate in the country's weekly team meetings.
  • The Market analysts will also be required to perform any other tasks assigned to him/her by the Market Managers/Country Managers.

4. REQUIRED SKILLS and QUALIFICATIONS

  • Education: Bachelor’s Degree in Business Management, Economics, Development Studies, Rural Development, Agriculture or in other relevant fields.
  • At least 3 years of relevant work experience and knowledge related to economic development, agriculture, inclusive markets/value chains and resilience)
  • Previous experience working with public-private sectors in the South and Oromia regions.
  • Basic communication skills in English (oral and written).
  • Willingness to travel frequently to woredas (individually or team up with project partners). There may be a travel of more than 50% of the working days in a month.
  • Able to speak and write in local language (Oromifa and Amharic).
  • Basic computer skills (MS Word, Excel).
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.

5. DELIVERABLES and APPRAISAL PROCESS

The required deliverables are:

  • Project partners’ progress and completion reports as per the template and agreed deadlines.
  • Inputs for the development of CASA programme progress reports.
  • Weekly update of field monitoring and follow-up activities and project progress.
  • Monthly timesheet after completion of every month, within 3 days of the following month.
  • Other deliverables as per the needs of the project.

The Market Analyst will report to the CASA Market System Manager - Vegetables.
