Position Purpose

Under the overall supervision of the Resident Representative (RR), Deputy Resident Representative - Prograammes (DRR-P) and direct supervision of the Team Leader-Partnerships Development and Results Management Hub (PDRM), the Partnerships Analyst supports PDRM hub in the overall effort to build partnerships and resource mobilization efforts. The position also supports the design, planning and management of national networks by managing data and facilitating implementation. The Partnership Analyst promotes a client-oriented approach consistent with UNDP rules and regulations. The Partnerships Analyst works in close collaboration with operations, communication and programme teams in the CO and UNDP HQs for resolving partnerships and programme-related issues and information delivery.

UNDP has a plan to strategically engage with multiple donors and broaden its partnership base in the coming five years as part of its next country programme strategy. Given the complexity of involving with several partners, establishment and maintenance of effective donor relations is indispensable for successful implementation of the CO programme and projects. UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration. To this end, UNDP Ethiopia is seeking to recruit a qualified expert to identify, establish, and promote partnership with development partners and promote resource mobilization for the office.

Duties and Responsibilities

1) Actively support the development and maintenance of strong relationships with donor and government partners focusing on the following:

  • Support Senior Management in facilitating partners dialogues to market UNDP’s comparative advantages and obtain buy-in from partners for their support to UNDP;
  • Ensure that all development partners are well-informed on the progress and issues by providing pertinent and timely information, responding to the inquiries, and producing ad-hoc reports/information brief whenever required;
  • Collect donor intelligence information and conduct donor mapping for identification or establishment of innovative partnership and potential partners (e.g., emerging donors, the national/local government, CSOs, academic institutions, private sector);
  • Support programme teams in engaging with donors and organizing various donor engagement events such as round tables, briefings etc.

2) Actively support Senior Management in ensuring compliance with donor agreements, periodic reports and requirements focusing on the following:

  • Support Senior Management in UNDP Ethiopia and the Programme Team to meet the requirements of donors, especially those relating to earmarking or special conditions outlined in agreements;
  • Facilitate partnership agreement/formalization process with existing partners as well as new potential partners to determine concrete areas and modality for the partnerships (e.g., financial, in-kind contribution, information sharing, technical cooperation);
  • Facilitate management of donor agreements in collaboration with the respective teams (e.g., Programme, Finance, Communication) to ensure compliance with donor agreements, including the contribution deposit schedule, fund earmarking/restrictions, and due diligence/validation exercise;
  • Support the Programme Team for preparation and organization of donor site visits;
  • Organize, compile and process information from donors and programme team, as inputs to various databases and documents;
  • Develop partner profiles and donor briefs for each of the main donors in Ethiopia;
  • Provide regular data, briefings and updates on partnership and resource mobilization.

3) Facilitate reporting and communications with development partners focusing on the following:

  • Provide advice to Programme and Project Staff on different donor reporting requirements; monitoring of financial and narrative reports to be submitted to donors;
  • Follow up to ensure timely preparation of reports and timely submissions;
  • Oversee donor-specific and corporate reporting, ensuring reporting is in line with donor agreements and corporate standards;
  • Harmonize communications and reporting products in collaboration with M&E Officers, and Communication Team;
  • Ensure linkage and synergy between public outreach with donor/partner outreach and communication needs in collaboration with Communication Team.

4) Support Senior Management in the formulation and implementation of partnership strategies as well as engagement with donors and resource mobilization focusing on the following:

  • Support development of the CO Partnerships and Communication Action Plan (PCAP) and other strategies to achieve resource mobilization targets;
  • Support in drafting proposals to current or potential donors in line with the donor’s interests and requirements;
  • Develop materials, strategies, and other communications or products to support resource mobilization with donors;
  • Support engagement with regional donors and with the host-country government to contribute resources to UNDP;
  • Ensure the government and donor visibility, including organization of the donor visibility occasions and issuing the public announcement on the partnerships (e.g., press release) in close collaboration with Communication Team;
  • Support Senior Management meetings with high-level officials or donor meetings;
  • Support content development for presentations, briefing notes, or other documentation required for Senior Management donor engagement and meetings;
  • Support senior management outreach to regional donors and host national government to communicate developments, the strategy of the Country Program Document, and priorities.

5) Ensures facilitation of knowledge building and knowledge sharing, guidance to all stakeholders on partnerships and programme matters:

  • Monitor cost-sharing contributions, update and monitoring of the projects pipeline and provide regular update on pipeline data to UNDP senior management;
  • Advice to Project staff on UNDP administrative and project reporting, in particular, on donor reporting;
  • Organization of training for the operations/programme/projects staff on Programme Management, Partnerships and Resource Mobilization;
  • Synthesis of lessons learned and best practices in partnerships, programme and project implementation.
  • Sound contributions to UNDP knowledge networks.

The Partnership Analyst is expected to identify, establish, and promote partnership with development partners and promote resource mobilization for the country office.

Required Skills and Experience

Education:

  • Advanced university degree (master's degree or equivalent) in Development, International Relations, Business, or related field.
  • A first-level university degree (bachelor’s degree) in a relevant field in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

  • Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant work experience at the national or international level in partnerships, including demonstrated experience in partnerships with donors and people management;
  • Previous experience with UN or international organization working in partnerships and resource mobilization is desired;
  • Proven experience in negotiating and finalizing contribution agreements is desirable;
  • Experience in supporting resource mobilization for large multi-donor projects is desirable;
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems is required;
  • Highly effective written and verbal communications skills.

Language:

  • Fluency in written and spoken English and national language of the duty station is required.

Please note that continuance of appointment beyond the initial 12 months is contingent upon the successful completion of a probationary period.
