The COVID-19 pandemic has put a strain on the health workforce and demanded leaders’ engagement at large. The very dynamic nature of the pandemic requires proactive thinking, the use of evidence for action, close follow, and guidance from the leaders to properly manage and control the impact of COVID-19 and the smooth rollout of the COVID-19 vaccine. Therefore, it is important to provide updated and well-analyzed data for the leaders for evidence-based decision-making, global and regional updates, advice, and recommendations that help to provide guidance and advice on the integration of COVID-19 vaccination into RI.

The main purpose of the LMC Senior Technical Advisor is to provide technical assistance for MCAH LEO Officer, ISD head to improve COVID-19 vaccine delivery management and coordination in Ethiopia and integrate COVID-19 vaccination into RI.

Responsibilities:

  • Provide global and regional updates for MCAH LEO Officer, ISD head
  • Review COVID-19 vaccination performance monthly and submit the findings with advice or recommendations to the MCAH LEO Officer, ISD head for decision, guide, or action
  • Support the national EPI team to review existing guidelines and training materials to consider the current situation and to align with global directions
  • Support national-level EPI team to develop (aggregate) micro-plan for COVID-19 vaccine rollout and regularly review and update the plan
  • Support and facilitate organizing higher/strategic level meetings with donors, UN agencies, and other ministerial offices to ensure collaboration and resource mobilization
  • Advice and provide TA for MCAH LEO Officer, ISD head-on strategic level decisions and guidance
  • Provide capacity-building support for national and regional EPI teams on planning, coordination, and management.
  • Support the MCAH LEO Officer, and ISD head in their routine activities that need decisions
  • Support and facilitate national-level review meetings; prepare national level presentations for the review meeting
  • Conduct regular field monitoring and evaluation missions to Regions, Zones, and Woredas to oversee the leadership, management, and coordination performances and to provide on-the-job training to improve leadership, planning, and coordination at Regional, Zonal, and Woreda levels.
  • Other activities as needed by MCAH LEO Officer, ISD head

Required Skills and Experience:

  • Master’s or advanced degree in public health, health service management, policy analysis, leadership and management, or other relevant field.
  • Minimum ten (10) years experience in public health programming, leadership, policy, or research, with at least five (5) years experience in the area of immunization and maternal/child health programs.
  • Experience in leadership and management
  • Formal training in and demonstrated understanding of leadership, technical assistance, and mentoring
  • Hands-on experience in designing, planning, implementing, and evaluating programs, interventions, and/or strategy and policy is highly desirable.
  • Practical experience in leading and managing programs or interventions at the national level
  • Proven ability to create and maintain effective working relationships with government, partners, donors, and international organizations at various levels.
  • Skilled in successfully working with geographically dispersed teams and working in a multicultural environment.
  • Strong interpersonal skills and ability to work as part of a team, including cross-cultural teams.
  • Experience in preparing presentations for higher-level and strategic meetings
  • Strong writing, analytical, and communication skills, including development of compelling presentations (in Microsoft PowerPoint) and documents (in Microsoft Word);
  •  Strong command of English and Amharic language required
  • Ability to travel to regions, estimated to be about 30%.

The Senior Technical Advisor for LMC will be based at the MoH EPI unit and accountable for both the MCAH LEO Officer and immediate supervisor at PATH
