ORGANIZATIONAL OVERVIEW

FHI 360 serves more than 70 countries, all 50 U.S. states, and all U.S. territories. FHI 360’s Crisis Response team has been responding to the humanitarian emergency in Northern Ethiopia through an integrated health, nutrition, WASH, and Protection project to meet the critical needs of the conflict-affected population. FHI 360 aims to expand its reach to the Somali Region in Eastern Ethiopia to meet the immediate needs of the drought-affected population and will be implementing integrated humanitarian programming with the Ethiopia-based national organization, Pastoralist Concern (PC).

Job Summary:

Coordinates financial/accounting operations, including overall financial monitoring and support/guidance to projects in finance and operations staff, to ensure the fiscal well-being of the organization. Provides financial management and guidance, conducts analyses of financial data, provides budget analyses for project funds, and reviews and prepares required reports to funding agencies to ensure compliance with the donor's requirements. Proactively guides and supports respective financial success by providing high-level analytical expertise, implementing business strategies, and developing strong customer relationships. Provides analysis and business modeling support on strategic initiatives for senior management and field operations. Analyzes performance trends, modeling complex business decisions, tracking performance, and presenting results. the position will ensure that financial transactions are carried out, reported, and documented promptly by general accounting principles, and FHI 360 and donor guidelines.

KEY RESPONSIBILITIES AND DELIVERABLES

  • Assists Finance Manager to strengthen internal controls & internal controls environment.
  • Actively participate in engaging in financial issues and activities review meetings.
  • Reviews Bank and cash GFAS, and financial data entry daily.
  • Ensures that monthly bank reconciliations for all Bank accounts are prepared on a regular basis.
  • Assists tracking of all balance sheet accounts every month and at the end of each award.
  • Maintains completion of workbook accounts, as per FHI 360 policies.
  • Checking all payment claims to ensure compliance with FHI 360 policy & procedures, valid Scheme of
  • Delegation, FHI 360 Donors compliance requirements, In-country law, and any other official regulatory authority.
  • Ensures that all payments are properly coded to record against active projects and complete authorization of respective Budget Holder as per FHI 360 Scheme of Delegation.
  • Ensures that all program implementation activities require direct or indirect involvement in the disbursement of incentives, contractors, and beneficiaries should safeguarded by segregation of duty.
  • Assists Finance Manager to strengthen internal controls & internal controls environment.
  • Monitors cash & bank flows daily and maintains close coordination with financial institutions to ensure smooth cashflows. Safeguard FHI 360 cash from assessed/known risks.
  • If due to unforeseen reasons institutional banking system services are not available, alternative arrangements should be arranged with prior consent of the Finance Manager and Response Coordinator.
  • Assists Field Office & Country Office finance teams during internal & external audits, donor-specific audits, and any authorized third-party review of financial records.
  • Maintains working relationships with FHI 360 partners and supports Field Office & Country Office to ensure smooth financial implementation of projects through partners.
  • Escalates any noted financial risks and fraud activities directly to the Finance Manager and Response Coordinator.
  • Reviews official e-mails daily, responds to queries from colleagues and external authorities in a timely and appropriate manner, and ensures any problematic issues are raised with the line manager at the earliest opportunity.
  • Responsible for professional direction/delegation/supervision/accountability of reporting staff as per Job Descriptions or any official documentation.
  • Confirms that payments related to procurement have the necessary documentation as outlined in FHI 360 procurement policies and procedures for all goods and services.
  • Ensures all financial transactions have the required supporting documents.

SKILLS AND EXPERIENCE REQUIRED

  • Bachelor's Degree or its International Equivalent in Accounting or Finance
  • Typically requires a minimum of 6+ years of progressively responsible accounting, finance and operational management experience in a government contracting environment coupled with internal control reviews.
  • Proficiency with MS Office Suite (Word, Outlook, Excel, PowerPoint, Access) and HRIS/Payroll systems.
  • Essential computer literacy (word, excel, internet)
  • Vocational or specialized training desired
  • Prior work experience in a non-governmental organization (NGO) desirable but not required.

Education:
