Project Background
This Opportunity:
Palladium International, LLC is implementing the $250 Million, 8-year USAID CATALYZE contract which offers a facilitated partnership model that will craft solutions to crowd in $2 Billion in blended finance (i.e., blended concessional and commercial finance) to USAID partner countries; it can work in any development sector or region. Launched in October 2019, CATALYZE is a buy-in mechanism that allows USAID Bureaus and Missions to efficiently deploy investment facilitation solutions that respond to the needs of specific sectors, issues, and geographies.
USAID CATALYZE Market Systems for Growth (MS4G) focuses on creating transformative outcomes in the food security and WASH sectors to benefit all Ethiopian people. To achieve these goals, the activity engages youth, mobilizes capital, increases access to finance, connects enterprises to markets, and supports stakeholders to self-advocate towards policy change which will promote opportunities for the private sector community. The project supports activities in Addis Ababa and secondary cities.
To strengthen the private sector in the food security and WASH sectors, MS4G uses a market-based approach to enhance enterprises’ performance, product/service delivery, and inclusion. The activities are designed to build institutional capacity, enhance knowledge and skill transfers through workforce development initiatives, advance the business enabling environment, accelerate digital transformations and scale best practices to increase productivity and quality.

Reporting and Supervision:
The Procurement and Logistics Specialist will report to the CATALYZE: MS4G Operations Manager. S/he will be responsible for assisting in the management of all aspects of the acquisition of goods and services for the project from requisition to disposition.
Primary Duties and Responsibilities:
Specific responsibilities of MS4G Procurement and Logistics Specialist include, but are not limited to:
Procurement
- Assist preparation of a procurement plan for the purchase of equipment, services, and supplies.
- Assist in the identification and selection of appropriate suppliers and contractors, to promote good procurement practices and best value for money in accordance with Palladium’s procurement guidelines and manual.
- Work closely with CATALYZE: MS4G staff to determine operational procurement needs, quality and delivery requirements.
- Responsible for purchase order placement timing, supply/demand alignment, material replenishment and supplier performance
- Assist the Operations Manager in market research and development of vendor databases for a wide range of goods and services.
- Monitor, evaluate and maintain supplier performance records, according to an appropriate Service Level Agreement, purchase orders and subcontract agreements on a continuous basis.
- Support in maintenance of supplier relations and negotiation of procurement terms and conditions including commercial item subcontracts, consultant agreements, Blanket Purchase Agreements and Indefinite Delivery Indefinite Quantity Agreements
- Facilitate and track all project assets in the project registry, periodically assess the status and dispose of assets per USAID regulations and Palladium policies and procedures.
- Support in maintenance and periodic updates of procurement trackers in coordination with the staff.
- Undertake and document vendor due diligence and continued performance monitoring.
- Maintain accurate and complete procurement records and documentation.
- Liaise with different departments to improve performance and work efficiency.
- Attending to any correspondence and emails by customers, clients and contractors.
- Work closely with the Operations Manager to support daily business operations.
Logistics
Fleet Management
- Ensure that vehicles are properly registered and have insurance according to the rules and regulations of the country.
- Establish mechanisms to check that vehicles are roadworthy at regular intervals.
- Ensure timely and effective Vehicle Maintenance and repair management by identifying quality garages, supporting the establishment of contracts with pre-approved garages, establishing quality control mechanisms, and undertaking performance reviews at a regular basis.
- Oversee and ensure that maintenance has taken place and validate maintenance invoices before payment process.
- Perform Vehicle management cost analysis and suggest improvements to reduce waste and minimize vehicle cost.
- Manage vehicle safety by ensuring that safety procedures are adhered to by all vehicle users.
- Monitor vehicle fuel consumption and identify innovative ways to reduce fuel consumption.
- Report traffic crashes and vehicle incidents and conduct a crash investigation to identify the causes and suggest preventative measures.
- Ensure that fleet data such as maintenance and fuel data is captured in the fleet management reports.
- Analyze the data and prepare and submit accurate Fleet and Asset reports to the supervisor on time as per donor regulations.
- Based on fleet management data and information identify, suggest, and implement actions that lead to improve efficiency and effectiveness of the fleet as well as reduce the risk associated with fleet operations and road transport.
- Ensure all staff (international and national) are familiar and comply fully with Fleet policies and procedures.
- Identify, document and timely report any Fleet policy deviations following the mechanism in place for appropriate follow-up.
- Promptly Inform the Operations Manager any areas of concern or potential or suspected Fleet policy violations.
Asset/Inventory Management
- Ensure appropriate tagging of equipment, record creation and maintenance of the project Assets.
- Overseeing the final disposition of property
- Perform a wide variety of tasks related to incoming and outgoing company material/equipment.
- Tracing of shipments, packaging and shipping services of material/equipment purchased, leased or donated.
- Prepare documents and verify equipment leaving the company.
- Conduct annual physical inventory activities by managing the schedules.
- Accountability and accuracy of physical records
- Maintain records in support of internal and external annual audits to ensure compliance with established policies and procedures.
Travel & Event Coordination
- Manage flight arrangements for visitors and staff visiting the Ethiopia Office and communicate in a timely manner.
- Coordinate and provide support (accommodation, office and office equipment, telephone, etc.) to international guests and visitors on arrival.
- Ensure a logistics memo is issued for all travel.
Security
- Serves as a Focal Person for all day-to-day security coordination for the project.
- Maintaining coordination with USAID implementing partners to monitor security updates and advise travelers accordingly.
- Ensures project travel is in accordance with security procedures.
- Other tasks as assigned by the Supervisor.
Key Competencies Required:
- Excellent interpersonal and writing and oral communication skills; proven diplomatic skills
- Demonstrated intermediate computer skills in Microsoft Office Suite applications.
- Excellent interpersonal skills, sound judgment, communication skills, and ability to identify and resolve constraints.
- Demonstrated leadership, versatility, and integrity.
- Ability to work independently, take initiative, meet deadlines with attention to detail and quality and monitor daily Logistical activities.

Job Requirements
Professional Expertise/Competencies Preferred:
- A bachelor’s degree in supply chain management, Business Administration, or other related field relevant to the position requirements.
- At least 5 years of work experience in procurement/operations/logistics of large-scale, donor-funded projects, preferably on a USAID-funded project.
- Knowledge of auto mechanics and experience working in vehicle maintenance workshops and fleet management.
- A clear understanding of Ethiopian customs clearance procedures.
- Knowledge of and compliance to USAID Rules and Regulations in particular the Federal Acquisition Regulation
- Experience in managing and supervising Drivers.
- Strong procurement and/or operational management experience.
