PRIMARY FUNCTION/PURPOSE:

The Senior Project Officer will provide technical programmatic support in the implementation of program activities within the IFES-Ethiopia field office, particularly in the areas of capacity building and training.

MAJOR DUTIES AND RESPONSIBILITIES:

  • As directed by management, lead the effective and efficient execution of the established program work plans, including established actions, outcomes, budgets, and timelines;
  • Support IFES technical experts in the design, implementation (including providing training), and evaluation of a wide range of capacity-building and training activities related to electoral matters and peacebuilding;
  • Lead and facilitate collaboration with team leadership, other team members, and as required across program partners to coordinate programmatic activities;
  • Establish, develop, and maintain relationships with Ethiopian national counterparts, partners, and stakeholders to coordinate the smooth program planning and implementation;
  • Assist program manager with monitoring the national and regional context of the country and advise on general implementation of work plan activities to ensure the timely execution of project activities within the allocated budgets;
  • Alert management of programmatic concerns, challenges, and difficulties;
  • Contribute regularly to monitoring, evaluation, and learning data collection as well as
  • Collaborating, Learning, and Adapting (CLA) discussions and efforts
  • Contribute to regular programmatic reports to donors and IFES HQ, including biweekly and quarterly performance reports, policy briefs, technical documents, and papers as necessary.
  • Provide technical input to Finance and Administrative personnel in budget preparation, grant/contract, and procurement actions when needed;
  • Represent IFES in coordination meetings, roundtables, or other events as needed;
  • Serve as a resource and provide general guidance to Project Assistants, Program Associates, and Program Officers on programmatic procedures, tasks, and assignments;
  • Travel outside of Addis Ababa for project activities as required; and Other duties as assigned

About You

EDUCATION AND QUALIFICATIONS

  • Bachelor’s degree in Law, Governance, Development, or related field required;
  • Minimum of six years of experience working with international NGOs;
  • Demonstrated professional experience and technical knowledge in elections, preferred
  • Demonstrated professional experience and knowledge in managing components of international development and donor-funded programming;
  • Proficiency in Word, PowerPoint, Outlook, and Excel; and
  • Ethiopian national, residing in Ethiopia.

LANGUAGE SKILLS: Fluency in written and spoken Amharic and English is required.

TRAVEL: Travel will be required.
