Background Information - Job-specific

This project focuses on the Tigray Region to support the implementation of this World Bank-funded project that aims to rehabilitate health, education, and infrastructure facilities in the region. This will include:

  • Community-based rapid response for repairs to basic services (schools, health centers, WASH).
  • Community-based recovery activities (infrastructure improvements to schools, health centers, WASH.
  • Strengthening institutions for resilience to maintain the above works.

UNOPS will establish a project management office in Mekelle, Tigray Province to execute project activities.

Specific Role

To efficiently and effectively support the implementation of the World Bank Project, the UNOPS Ethiopia Office needs an experienced Monitoring & Evaluation Senior Officer. This Officer will work under the direct supervision of the Project Coordinator based in Mekelle with reporting lines to the M&E coordinator based in Addis Ababa.

Functional Responsibilities

The Monitoring and Evaluation Senior Officer will be responsible for the following but not limited to:

  • Reporting System Development and Operationalisation
  • Ensure System Quality and Consistency
  • Promote System Use
  • Knowledge Management

Reporting System Development and Operationalisation

  • Provide technical inputs into the design and implementation of the World Bank project monitoring and evaluation system, policies, tools, and processes.
  • Develop and/ or modify indicators, operational definitions, and guidance notes in conformity to changing Access’s response including public health, education, and WASH facilities.
  • With the Project Coordinator/team, develop implementing partner (IP) M&E activities, targets, budgets and log frames.
  • Contribute to a target setting of EHO and CSO grants by providing technical inputs.
  • Foster internal coordination, planning, and learning by organizing learning and planning sessions, documenting best practices, and supporting internal program linkages and planning processes.

Ensure System Quality and Consistency

  • Act as a focal technical person to organize/provide training and sharing sessions on reporting to implementing partners.
  • Contribute M&E expertise for regular coordination with stakeholders for this World Bank-funded project.
  • Monitor and analyze IP performance, and propose any initiative that may be necessary, including termination of, or adjustments to actions to ensure compliance with Fund policy and priorities.

Promote System Use

  • Review/ clearance of technical and financial reports of IPs, focusing on data quality and M&E activity implementation.
  • Oversee data collection, data entry, and analysis processes to measure progress and achievements according to the M&E plan.

Knowledge Management

  • Conduct regular field visits and Routine Data Quality Assessments (RDQA) to ensure that reported data is accurate and in line with World Bank and government standard indicators, planning and budgeting tools, partner log frames, and the overall project Log Frame.
  • Ensure RDQA data are analyzed and ensure effective feedback and follow-up are provided.
  • Provide on-site coaching to project staff and project partners regarding data collection, accuracy, and analysis to ensure RDQA action plans are implemented.
  • Contribute to the application and maintenance of databases of World Bank-funded projects.
  • Build the capacity of local counterparts in community-level monitoring and evaluation efforts.
  • Assess quantitative and qualitative data collection and analysis tools, techniques and approaches, IP evaluation budgets, and work plans.
  • Organize meetings, workshops, and other discussion forums to establish a dialogue on monitoring and evaluation results (recommendations/ lessons learned/feedback) and issues and ensure linkages with planning frameworks.
  • Contribute to reports, analyze findings, and assist in the development of recommendations.
  • Ensure accurate and timely information is available to senior management and the Communications team.
  • Apply the Performance-based Funding (PBF), Value for Money (VfM) methodology in assigned grants, in collaboration with the program focal.
  • Perform any other duty as may be requested by the supervisor.

Education/Experience/Language requirements

Education

  • A Masters Degree in Public Health, Economics, Development Studies, Business Management/Administration, Project Management, and/or other relevant field of study is required.
  •  A Bachelor's Degree in combination with two additional years of experience may be accepted instead of the Masters Degree requirement.

Experience:

  •  At least two (2) years relevant experience in Monitoring and Evaluation for Masters degree holders. OR (four) 4 years relevant experience in Monitoring and Evaluation for Bachelor's degree holders.
  • Proven experience in dealing with government, INGOs, and UN agencies stakeholders is an added advantage.

Language Requirements:

  • Fluency in English (Reading, Speaking & Writing) is required.
