ORGANIZATIONAL CONTEXT: The United Nations World Food Programme is the world’s largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. WFP Ethiopia, one of the largest and complex operations for WFP globally, is currently rolling out its five-year Country Strategic Plan (2020-2025). While the bulk of operations will continue to address the immediate short-term needs of refugees, internally displaced persons and other food-insecure and undernourished people, there will be a gradual expansion and intensification of resilience and livelihood diversification initiatives at the humanitarian–development–peace nexus. WFP Ethiopia is scaling up the digitalization of its assistance delivery in the country, leveraging technology to improve processes for efficient beneficiary management. The country office is streamlining the in-kind modality while expanding on Cash-Based Transfers (CBT) modalities.
JOB PURPOSE:
Under the overall supervision of the Head of TEC, the incumbent will lead the DAS section and is responsible for coordinating the support in the digitalization of the management of beneficiaries. He/she will work smoothly with all stakeholders from the country office and the field offices to ensure the leveraging of technologies like SCOPE and other related systems to support the implementation of our programmes.
KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):
1. Coordinate the digitalization of our operations across the country.
2. Liaise with the Key stakeholders (CBT/IDM, Activity managers, Finance, Supply Chain, etc.) to grasp the business requirements and consult to contribute to plans for leveraging technology to improve beneficiary management
3. Monitor and control the implementations to ensure compliance with corporate guidance and good practices
4. Analyze requirements for implementations and, capacity building, and propose solutions with budget estimates.
5. Develop jointly with other units and coordinate technology-related trainings and capacity building for WFP and partners, including new IT staff supporting DAS solutions.
6. Ensure coordination of the local SCOPE Service Desk and the Operations section to support efficient operations.
7. Attend meetings with all stakeholders (Activity Managers, CBT/IDM, Procurement, Finance, Supply Chain, RAM) in preparation or during implementations.
8. Monitor SCOPE implementation and constantly check the data on the platform to ensure better controls and compliance with guidance and good practices.
9. Work with the CFM team to contribute and support the implementation of an efficient feedback mechanism.
10. Produce monthly reports on DAS operations to inform and provide strategic insights to management and other stakeholders
11. Undertake other tasks as required.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
- Education: Advanced University degree, preferably in Information Systems, Information Technology, Computer Science, Data Science or other relevant fields, or First University Degree with additional years of related work experience and/or trainings/courses.
- Experience: At least five (5) years of postgraduate progressively responsible professional experience in technology implementation or humanitarian/development programme delivery, digital beneficiary management systems, data analysis and data protection, and multi‑stakeholder coordination in complex operational environments.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
- Hands-on experience with SCOPE and related solutions.
- Experience in humanitarian and hardship contexts
- Experience in supporting food assistance and cash-based transfers programmes implementation: in the design, set-up, implementation, and evaluation of multiple delivery systems through different transfers modalities is an assetand highly valued.
Language: Fluency (level C) in English.
