Role and responsibilities

The purpose of the officer position is day to day implementation of the CC Project. Use actions words such as ensure, implement or assist for the position relevant responsibilities.

Generic responsibilities

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines
  2. Implement delegated CC project portfolio according to plan of action
  3. Prepare and develop status reports as required by management
  4. Ensure proper filing of documents
  5. Promote and share ideas for technical improvement
  6. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  7. Line management of WASH/shelter project field staff.
  8. Ensure capacity building of project staff and transfer key skills;
  9. Liaise and collaborate with relevant local authorities and other key stakeholders;
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

  • To ensure minimum standards of technical quality in all activities and interventions, which are technically appropriate, realistic, in line with project specific objectives and on budget.
  • Undertake contract management and tendering processes of the diverse contractors for WASH hardware and software activities.
  • Plan, lead and implement NRC WASH/shelter activities (Public Health Engineering, Public Health Promotion, and Construction) in the Benishangul Gumuz Region.
  • Ensure that assessment, program design and implementation considers needs and vulnerabilities in Benishangul Gumuz Region.
  • Ensure that WASH/shelter program design is informed by and integrated with NRCs’ other priority sectors of ICLA, Livelihood and Food Security (LFS), Education and Protection.
  • To ensure that sustainable systems are set in place for longer-term operation and maintenance of all shelter, water and sanitation infrastructure, including the provision of all necessary training.
  • Prepare and oversee the implementation process to ensure timely delivery of program activities (for example, monitoring against log frames, individual performance management work plans).
  • Prepare timely financial and narrative reports on project activities in compliance with internal NRC requirements and any relevant external donor requirements.
  • Ensure appropriate management and use of NRC resources at all times
  • Manage project staff on a day-to-day level working with other technical departments, security, logistics, administration and senior management staff (depending on assignment).
  • Ensure that NRC’s work in WASH/shelter programming is coordinated with efforts of other agencies and Government and represent organization at Interagency Coordination meetings.
  • Contribute to learning, experiences and evidence to relevant global advocacy objectives relating to WASH and shelter through case studies and documentation.
  • Conduct beneficiary targeting, selection, and verification together with all relevant stakeholders for cash provision, in-kind distribution, or other activities. In addition, submit required quality documents for ROD purpose or financial purposes.
  • Involve in multi-sectoral assessment, base line surveys, KAP surveys, PDMs and other data collection activities.
  • Integrate safe and inclusive programming in all WASH and shelter activities.
  • Oversee all temporary, transitional, and permanent shelter construction at IDP sites, refugee camps or host communities either in-kind or cash modality, conduct site planning, establish sanitation corridors and settlement designs.
  • Conduct technical assessment, develop safe and inclusive designs/BOQs, supervision, prepare actual BOQs, as built drawings and payment documents for all construction activities conducted by other CCs like education, FSL and others.
  • Implement integrated programming in field level.
  • Lead and ensure the mainstreaming of cross cutting issues (. e.g., gender issues, protection, right based approach, environment advocacy etc.) across the different project’s areas
  • Conduct regular monitoring visits to project sites to meet the beneficiaries for necessary verification the reported progress.
  • Develop and design durable water supply solutions like solar water pumping systems, durable sanitation facilities and environmentally friendly shelter solutions.
  • Conduct technical analysis, review contracts and financial proposals for all construction activities using online NRC tools like e-sourcing.
  • Budget monitoring for all WASH/shelter grants and timely act for under and overspending.
  • Regular cash furcating and submit to finance.
  • Regular updating of GORs and close follow up.
  • Reconciliation of documentation for all WASH/shelter activities.

Qualifications

Generic professional competencies:

  • Degree in Water Engineering, Civil Engineering, , Hydrology; or related fields
  • 5 years’ experience from working as a WASH team leader or similar in a humanitarian/recovery context with an INGO;
  • Experience in implementing integrated WASH activities (both software and hardware);
  • Previous experience from working in complex and volatile contexts;
  • Documented results related to the position’s responsibilities;
  • Knowledge about own leadership skills/profile;
  • Fluency in English, both written and verbal.

Context/ Specific skills, knowledge and experience:

  • Knowledge of the operating context in Benishangul Gumuz Region;
  • Knowledge of the local languages is an advantage;
  • Knowledge and experience of the application of SPHERE and links to emergency and longer-term development practice;
  • Excellent teamwork and interpersonal skills.
  • Experience in use of design software’s like AutoCAD, ArcGIS and statistical packages;
