The Opportunity

The HR Manager, under the supervision of the Chief of Party is responsible for the primary oversight and in-country leadership of all HR processes and systems. As an HR Manager, you are the go-to person for all employee-related issues. This means that your duties will involve managing activities such as job design, recruitment, employee relations, performance management, training & development, and talent management, promoting gender equity and social inclusion. You’ll be the one to ensure we have a happy and productive workplace where everyone works to realize our established mission and objectives. Project Description 

The PMI Evolve Project supports the U.S. President’s Malaria Initiative (PMI) and USAID to plan and implement an integrated vector control strategy with the overall goal of reducing the burden of malaria while promoting equity to sustain malaria gains. Abt has implemented integrated vector control for PMI since 2011, delivering high-quality indoor residual spraying (IRS), technical assistance for insecticide-treated net (ITN) distribution and durability monitoring, and new approaches for larval source management (LSM). Additionally, Abt’s PMI-funded work manages the most comprehensive malaria vector entomological surveillance programs in 21 African countries to inform malaria vector control trends, strategies, and impact. Under the PMI Evolve Project, Abt will further its delivery of integrated vector control programs by partnering with local communities, organizations, and governments to co-design and co-implement tailored malaria vector control programs. The end goal is fighting malaria while strengthening local capacity to sustain malaria gains.  

Ethiopia is among the largest, fastest-paced, and most complex Evolve country programs. The team is responsible planning, implementation, and monitoring of three large-scale vector control interventions (IRS, ITN distribution, and LSM) simultaneously in different regions and districts across the country every year while maintaining expansive geographical coverage of entomological monitoring for traditional and invasive malaria vectors, working with multiple local and international collaborators, and taking on frequent ad hoc assignments such as operational research, capacity strengthening, etc.  

Core Responsibilities  

  • Manage the staffing process, including recruiting, interviewing, hiring and onboarding. 
  • Ensure job descriptions are up to date and compliant with all local, state and federal regulations. 
  • Develop and monitor overall HR strategies, systems, tactics and procedures across the organization. 
  • Develop training materials and performance management programs to help ensure employees understand their job responsibilities. 
  • Investigate employee issues and conflicts and bring them to resolution. 
  • Ensure the organization’s compliance with local, state and federal regulations. 
  • Nurture a positive working environment and promote gender equity and social inclusion.  
  • Oversee and manage a performance appraisal system that drives high performance. 
  • Ensure all company HR policies are applied consistently. 
  • Conduct performance and salary reviews. 
  • Conducts research into current industry trends and makes recommendations to management regarding new programs or modifications to existing policies and procedures.  
  • Counsels employees in the interpretation and application of human resources programs and coordinates recruitment, orientation, training, EEO and benefits activities.  
  • Oversees human resources record system, as well as insurance and unemployment claims processing.  
  • Analyzes employee attitudes and concerns and acts as company liaison when dealing with vendors and government agencies.  
  • Performs a wide variety of special studies or surveys, which may affect the employee relations function. 
  • Ensure legal compliance throughout human resource management. 
  • Design and implement employee retention strategies. 
  • Serves as a member of the Senior Management Team for the project, which entails: 
  • Representing the company and the project vis-à-vis clients, partners, and stakeholders 
  • Living Abt’s values and leading by example 
  • People-centered management (delegation of tasks, creating the conditions and providing support for staff to succeed, advance, and develop professionally) 
  • Accountable for the quality, timeliness, budget adherence, and overall compliance of all activities within their formal purview 
  • Ensures that GESI initiatives increase the participation of women at all levels and in all aspects of project activities, and ensures all actors involved in entomological monitoring activities are safe, supported, and respected. 
  • Responsible for ensuring alignment of activities with PMI priorities, technical guidance, and strategies. 
  • Able and willing to provide equivalent oversight to another technical area, in the event of a staffing shortage or temporary priority assignment 
  • Able and willing to temporarily serve as the Acting Chief of the Party, which includes overall technical and financial project oversight, coordinating contract management and implementation tasks, liaising with USAID and responding to technical matters. 
  • Directly supervise one GESI specialist, IT manager and office assistants and fleet manager, who in turn supervise 9 drivers and two office assistants. Ensure this unit serves/enables the entire PMI Evolve VectorLink team equitably in meeting client objectives and fostering a safe and welcoming working environment for all. 
  • Perform any other related activities as assigned by the immediate supervisor 

What we Value     

  • Bachelor’s Degree + 12 years of relevant experience, Master’s Degree + 10 years, or PhD + 8 years 
  • Advanced degree in Human Resources Management, Business Administration, or other relevant field. 
  • At least 15 years of professional experience managing HR of international development projects, preferably USAID-funded projections  
  • Proven working experience as HR Manager or other HR Executive 
  • People-oriented and results-driven 
  • Demonstrable experience with Human Resources metrics 
  • Knowledge of HR systems and databases 
  • Ability to architect strategy along with leadership skills 
  • Excellent active listening, negotiation and presentation skills 
  • Competence to build and effectively manage interpersonal relationships at all levels of the company 
  • In-depth knowledge of Ethiopia labor law and HR best practices 
  • Fluency in Amharic required; proficiency in English
