Senior Software Architect to support the National ID Program at the Digital ID for Inclusion and Services Project (P179040).

DIGITAL ID PROJECT

1. Background

In Dec 2023, the Government of Ethiopia and the World Bank Group signed the financial agreement for the Ethiopia Digital ID Project. Digital ID is a USD 350 million, five-year initiative (2023-2029). The Ethiopia Digital ID for Inclusion and Services Project (P179040) will support the Government of Ethiopia (GoE) to roll out Fayda, an inclusive and trusted digital foundational ID system, and other digital public infrastructure. The Project will improve access to and delivery of public and private sector services and economic opportunities, especially for the most vulnerable, and to boost national resilience.

The project pursues a holistic and multi-sectoral approach to digital development towards building a safe digital economy through five components. Component 2 focuses on Establishing Scalable and Secure Fayda ICT infrastructure, which includes software and biometric technologies.

2. Objective

NIDP has developed a digital identification platform named Fayda based on the Modular Open Source Identification Platform (MOSIP). The project is ongoing and scaling up its operations. As part of expanding the existing technical capabilities, the NIDP seeks an experienced Senior System Analyst to guide and take forward the effort at NIDP to build a synergized thinking and modeling of all solutions and products associated with the Fayda platform.

3. Main Responsibilities

Overall, the Senior System Analyst will lead and assist the NIDP Product Management and Engineering team enhance the currently ongoing efforts towards a formal, well organized, and documented system (product) definition and modeling that serves as a basis for the current product development and service provisioning process as well as a baseline for future needs.

Specific responsibilities for the Senior System Analyst will include, but are not limited to, the following activities:

• Develop and/or gather requirements and identify areas for improvement in the specific product/service module
• Coordinate efforts to develop and maintain applications/databases by evaluating existing needs and analyzing requirements for the development of software systems
• Determine proper installation parameters for software and hardware to ensure smooth integration and transition
• Work closely with the engineering team to analyze, review, and alter programs to increase operational efficiency and to adopt new requirements
• Design flowcharts, diagrams, and logical steps for coding to be processed by the software development team
• Evaluate user requests and modify existing reports or create new ones
• Develop and implement data collection systems and other strategies that optimize statistical efficiency and data quality
• Filter and “clean” data, and review system reports, printouts, and performance indicators to locate and correct code problems
• Interpret data, analyze results using statistical techniques, and provide ongoing reports
• Develop a strong understanding of business requirements; working with business users/ business analysts to define technical and process requirements
• Install, test, monitor, and control programs and performances
• Prepare instruction manuals and documentation for the new features or system upgrades
• Regularly meet with the development and support team to discuss progress and issues to be resolved and prepare timely reports to the Project/Product Manager on activity status and issues
• Responsible for understanding and practicing agility in the team
• Arrange the product backlog based on the roadmap to produce clear and concise tasks for the development team to work on
• Facilitate all the necessary scrum events. They are responsible for removing any obstacles to the engineering team's progress, thereby helping the team create high-value products.
• Work closely and liaise the relationship between the developers and project/product managers to ensure the work is being done per the requirements.
• Follow the day-to-day activities of the development team to ensure that the work is going according to schedule and conduct rigorous daily testing of the development work against the requirement after every code change to ensure the delivery of quality products.
• Plan releases with close consultation with the development team and product manager
• Perform other duties as assigned

4. Qualifications Requirements

Applicants for this position should possess the following qualifications:

• A bachelor degree in a relevant discipline (IT, information systems, business, etc) is required
• Four years of experience working on electronic Health Information System activities is required
• Experience in leading the process of software development using agile methodology is required
• Experience with the day-to-day execution of established agile management practices with a software development team is required
• Experience in leading architecture and design decisions while working on software development projects is required
• Proficiency in project management tools (JIRA, Trello, Slack…) is required
• Strong project management and time management skills; highly organized and detail-oriented
• Proven ability to manage the development and implementation of project activities
• Strong representational and interpersonal skills
• Excellent written and verbal English; proficiency in Amharic
• Ability to prepare and present technical information to partners
• Proficiency in common computer packages (e.g. Word, PowerPoint, Excel) relevant to the work

5. Duration of Consultancy

• The Senior DevOps Expert will be recruited for an initial period of one year, renewable on the first anniversary subject to performance and organizational needs. This is a full-time position based in Addis Ababa, Ethiopia.

6. Remuneration

• Attractive/Negotiable and depends on the qualification and experience of the candidate.

7. Reporting:

• The individual consultant will be directly reporting to the Technical Director of the NIDP.

8. Selection Method

• The selection method is based on para 7.36 and 7.37 of the World Bank’s Procurement Regulation.
• The attention of interested individuals is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”) revised November 2017, August 2018, September 2023, setting forth the World Bank’s policy on conflict of interest
• An individual will be selected under the Selection of Individual Consultant (Section V) method set out in the Procurement Regulations.
