Job Purpose : · To take overall responsibility for the implementation, monitoring, reporting and evaluation of the livelihood project and related intervention activities of Cheha and Enmore Iner Woredas of Gurage Zone which intended to bring positive changes in the lives of target population; · Responsible to ensure that the livelihood/FIM interventions are implement with the standard quality and per the agreed project document with donor and Concern; To provide technical support and guidance for Concern staff under her/his supervision and other stakeholder staff in the implementation of the livelihood/FIM interventions; Main duties and responsibilities Project/Programme Design · Contribute and actively participate on the assessment and preparation of new livelihood/FIM project interventions in accordance with Concern strategic plan and PCM guidelines; · Clearly understand the livelihood project purpose and intervention modality and implement those supposed to bear sustainable changes on the lives of targeted households. · Actively participate and working as a team in different assessments and surveys throughout the PCM · Tailor project/programme with mainstreaming issues identified by the organization in livelihood /FIM projects during design and implementation and M&E process; · Responsible to collect and document and share relevant livelihood/FIM data of the project; Project/Programme Implementation · Prepare and submit detail implementation plan (DIP) in standard format of the livelihood/FIM activities as per the approved project plan within and agreed time table with donor; · Directly responsible the quality implementation of the planned livelihood/FIM activities as per the DIP, agreed project implementation modality /approach and time table with donor; · Prepare implementation modality and approach for livelihood/FIM activity and ensure the implementation quality based on approved project document to strengthen sustainability factors; · Facilitate the identification and selection process of project target beneficiaries using standard procedures - participatory community wealth ranking method beneficiaries in collaboration with local community and Local government structure; · Responsible to orientate and brief the selected project target HHs and the local communities have clear understanding on the project purpose, interventions, objectives, their responsibility and expectation, etc. · Facilitate the implementation of planned trainings of the livelihood /FIM project for target HHs, field staff and project stakeholders with standard quality and agreed project plan with donor; · Conduct and facilitate training on Agricultural and NRM, Cooperative, IGA, and related topics for beneficiaries in collaboration with the relevant government sector office staff/ expertise’s. · Facilitate and ensure the participation of the communities including the marginalized groups through all possible methods in all aspects of project activities; · Facilitate the implementation of and adherence to all cross cutting issues that include; Gender, Equality, DRR and Accountability (Compliant response mechanism) · Facilitate and encourage sustainable agriculture extension & farmer’s asset building to enhance the return on asset in collaboration with the community, government and other responsible bodies; · Facilitate the quality implementation of off-farm and on-farm IGAs and the linkage to the market; · Work to bring about attitudinal changes on the project target households towards business operation and saving practices; · Facilitate the capacity building of community based organizations such as rural SACCO, Seed Producer and marketing Cooperative, etc for smooth implementation of the project and functionality of revolving funds in target kebeles; Monitoring & Evaluation and Reporting · Participate in assessment /surveys (early warning, baseline data, intervention impact, case studies, etc) and collect and document relevant data on the project; · Participate in reviewing of livelihood/FIM planned activity and/or propose/ new plan activity based on the local context; · Collect and document all progress in the implementation of activities (at activity, output and impact level) and maintain project data, record and documents · Ensure that activity and outputs progress data of the livelihood/FIM (all) are properly collected and filled as well as documented in the database and then share for analysis/ share the analysis report; · Follow and supervise to ensure that the collection and documentation of appropriate monitoring data about each beneficiaries using relevant tools are done at household level; · Contribute/participate in participatory project monitoring plan and internalize with the action plan and implement the plan accordingly; · Produce and submit periodic quality progress reports on livelihood/ FIM (monthly, quarterly, biannual and annual) per the format to the project manager on timely manner (on due date); · Prepare and share case stories on the livelihood/FIM project for learning; · Facilitate and arrange monitoring visits on the livelihood /FIM project interventions; Financial Management · Responsible to prepare and submit detail implementation budget plan for the livelihood/FIM activities per agreed project proposal to the project manager; · Responsible to ensure the proper and timely utilization of the planned budget of the livelihood/FIM activities of the project as per agreed project proposal and donor and Concern financial requirement and procedures; · Facilitate the implementation of planned activities using the budget level allocated; · Prepares and submit the monthly budget requirement for livelihood/FIM intervention to PM per DIP; HR · Properly manage and administer as well as guide staff under his/her supervision as per Concern HR manual; · Brief and create clarity on the JD and responsibilities of extension worker/field staffs; · Conduct capacity building training for the staff under his/her supervision on livelihood/ FIM related topics based on the assessment to enhance the quality of implementation; · Provide technical and supervision support or/and coaching support to the extension worker/field staffs to build their capacity to perform their assigned roles and responsibilities; · Develop a Performance Development Review (PDR) plan and evaluation including staff development plan for staff under her/his supervision as per Concern HR manual; · Facilitate conduct orientation/trainings for the extension worker/field staffs and key stakeholders about project purpose, objective and content, implementation modality, etc; · Participate in the preparation and facilitation of in-house trainings for the extension worker/field staffs and key stakeholders; · As necessary/request, participate in the recruitment of local field staff; Networking · Responsible to create smooth and appropriate work relation and links and information sharing with relevant government sector offices at zone/woreda and kebele levels; · Create space for the participation of relevant government sector offices in the implementation of livelihood/FIM activities for similar implementation modality and procedures; Mainstreaming · Design and implement appropriate methods/ways to mainstream all cross cutting issues like Accountability, gender, inequality, HIV/AIDS, DRR in line with Concern Worldwide – Ethiopia guideline. · Ensure that all cross cutting issues like accountability, gender, inequality, HIV/AIDS, DRR, are mainstreamed in the implementation of livelihood/FIM activity Others · Adhere to HR policies and procedures such as Programme Participation Protection policy and Code of Conduct, Anti-Fraud policy. · Involve in emergency response project/ programmes when deemed necessary Perform any other task as assigned by line manager Emergency Response : Concern is committed to responding to emergencies efficiently and effectively in order to help affected people meet their basic needs, alleviate suffering and maintain their dignity.
