Role Purpose
Provide strategic leadership for Africa CDC’s Digital Health and Information Systems agenda. Lead the design, governance, and implementation of an interoperable continental digital health architecture, surveillance and data platforms, and integrated information systems that advance Africa’s Health Security and Sovereignty Agenda.
Lead engagement with AU Member States on data sovereignty, continental governance frameworks, and secure data-sharing agreements, ensuring alignment with national priorities while strengthening trusted regional collaboration and collective health security.
Provide strategic oversight of Africa CDC’s management information systems to enhance operational efficiency, financial integrity, accountability, and institutional transparency. Ensure effective allocation and deployment of digital and financial resources in support of the continental agenda, working collaboratively across Directorates to advance Africa CDC’s digital health priorities and strengthen organisational performance.
Major Duties and Responsibilities
Strategy and Leadership
- Develop and implement a continental strategy for digital health and public health information systems aligned with Africa CDC’s Strategic Plan and AU Agenda 2063
- Lead the DHIS Directorate, setting vision, priorities, and workplans; manage staff, budgets, and partnerships
- Provide strategic and technical advice to leadership on digital health transformation, data governance, and health information policy
Digital Health Architecture and Systems
- Oversee design, deployment, and interoperability of digital platforms (surveillance systems, DHIS2-based platforms, laboratory and case management systems, dashboards)
- Promote harmonized data standards, terminologies, and interoperability frameworks
- Coordinate development of digital tools for outbreak detection, response, and routine public health functions
Data Governance, Quality, and Analytics
- Establish and enforce policies for data governance, privacy, security, and ethical use
- Strengthen data quality assurance, validation, and reporting mechanisms
- Oversee analytics, modelling, and visualization for decision-making
Support to Member States and Capacity Building
- Provide technical assistance to strengthen national health information systems
- Design and implement capacity-building programs (training, mentorship, communities of practice)
- Facilitate peer learning and technology transfer
Partnerships and Resource Mobilisation
- Build and manage partnerships with global and regional organizations (WHO, ITU, World Bank, AfDB, etc.)
- Support development of investment cases and funding opportunities
- Represent Africa CDC in global and continental forums
Management, Coordination, and Compliance
- Ensure coordination with technical divisions, regional centers, and AU departments
- Oversee ICT infrastructure, procurement, and system lifecycle management
- Monitor performance, risks, and impact
- Ensure compliance with AU policies and regulations
- Perform other duties as assigned
About You
Education & Work Experience Requirements
- Master’s degree in Public Health, Medical Informatics, Computer Science, Information Systems, Data Science, Epidemiology, or related field
- Minimum 15 years of experience, with at least 8 years in managerial roles and 5 years in direct supervision
- Proven experience in digital health systems and large-scale program leadership
- Familiarity with DHIS2, interoperability standards, and data governance frameworks
- Experience working with AU bodies, ministries, or international organizations is desirable
Salary & Benefits
- Basic salary: USD 78,138 per annum
- Post adjustment: 46% of basic salary
- Housing allowance: USD 26,208 per annum
- Education allowance: Up to USD 10,000 per child (international) / USD 3,300 (local)
