Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development Organization established in 2005 and reregistered at the FDRE Authority for Civil Society Organizations (ACSO) with Certificate № 0321 under the Proc. No. 1113/2019. ECDD is working with other organizations to promote and facilitate the inclusion of persons with disabilities and disability issues in mainstream service delivery and development programs envisioning an Inclusive Ethiopia where persons with disabilities exercise the same rights and have access to the same services and opportunities enjoyed by other citizens.

Under the overall supervision of the Program Director, Deputy Program Director, and the direct supervision of the Project Coordinator, the Project Officer is responsible for the planning, implementation, monitoring, reporting, and evaluation of the emergency project titled “SAFE Tigray” in Adwa city of Tigray region, Ethiopia.

Core Functions / Responsibilities

  1. Support the coordination and implementation of all assigned project activities as outlined in the detailed implementation plan in line with ECDD program quality principles and standards, donor requirements, and good practices.
  2. Work closely with and provide technical guidance on disability mainstreaming to collaborating government bodies, project consortium partners, and CSO partners providing humanitarian relief in the target area
  3. Establish or strengthen strong networks with the key partners engaged in humanitarian relief at the national level and in the affected areas
  4. Design and organize workshops and various capacity-building trainings on disability-inclusive humanitarian action and produce training materials and checklists for disability-inclusive humanitarian support, particularly targeting IDP and refugee camps and local communities.
  5. Design rapid assessment tools and new activities to ensure disability-inclusive humanitarian aid and emergency relief actions.
  6. Organize disability-inclusive awareness training and events in collaboration with OPDs for personnel engaged in humanitarian relief projects in IDP and refugee camps.
  7. Represent ECDD and the inclusive humanitarian aid and emergency response project in the target area's government and non-governmental platforms.
  8. Prepare and submit performance reports timely to the Project Coordinator, donor partners, and key government signatories, including but not limited to Bureaus of Women and Social Affairs.
  9. Ensure the quality and effectiveness of the emergency response of ECDD
  10. Collects and analyses lessons learned and contributes towards the adoption of best practices and standards for longer-term emergency interventions.
  11. Conduct regular post-distribution monitoring and cash movement tracking
  12. Ensure observance of the ECDD Child and Adults-at-Risk Policy by project staff and partners, in consultation with the ECDD Safeguarding Focal Person.
  13. Monitor and evaluate progress on the achievement of project results and provide data and information to the ECDD M&E Coordinator.
  14. Keep proper documentation of the project implementation and outcomes, including case stories and good practices.
  15. Undertake such other tasks as may be assigned by the Project coordinator, Program Director, Deputy Program Director, and/or the Executive Director.

About You

  1. Education – minimum BA degree in Social Studies, Development Studies, Economics, or other related social science field
  2. At least 2 years of professional experience in humanitarian relief and emergency aid projects
  3. Previous experience in providing humanitarian support to persons with disabilities and other vulnerable groups is highly desirable.
  4. Strong understanding of protection issues in conflict as well as protracted emergency settings, knowledge, and commitment to core humanitarian standards, principles, instruments, frameworks and protocols, and codes of conduct that govern humanitarian action.
  5. Previous experience in leading rapid assessment, proposal development, and project management
  6. Previous professional experience working with persons with disabilities and their organizations is desirable.

Languages

  1. Fluency in English (oral and written) and Tigrigna is required.
  2. Knowledge of the Amharic language is an asset
