The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee. NRC is seeking a highly qualified, resilient, and dynamic professional for the role of Curriculum and Teaching Technical Lead, FCDO Transforming Education in Ethiopia (TREE). This role involves managing and coordinating the implementation of FCDO Transforming Education in Ethiopia Project jointly with the MOE in Ethiopia.

1. Role Summary:
The Curriculum and Teaching Technical Lead will lead efforts to strengthen teaching and learning with a focus on accelerated education and continuous teacher professional development. They will work closely with the Ministry of Education (MoE) and Regional Education Bureaus (REBs) to adapt and roll out the continuous professional development framework. The role also includes revising and developing curriculum material and ensuring alignment with national strategies. They will engage with key stakeholders to help achieve project goals, implement and institutionalize access to quality and safe education-related policies, and interventions.
Generic Responsibilities
- Adherence to NRC and the donor (FCDO) and priming agency (CWW) policies, guidance, and procedures.
- Work closely with the lead agency and other consortium members and downstream partners and contractors, the Core Programme Management Team, and the Ministry of Education in Ethiopia.
- Provide technical guidance to the MOE on the implementation of the FCDO TREE project in Ethiopia.
- Provide Guidance technical guidance to MOE and the implementing partners and improved quality of teaching and learning through continuous teacher professional development in targeted schools.
- Liaison and coordination will be with Regional Leads and the consortium’s Technical Advisers in Ethiopia and globally
- Lead the initiative of improving English Language for better and improved use of the language across the curriculum.
- Provide technical guidance and development of resources for better and improved access and retention of education among the most marginalized children, particularly girls.
- Provide regular progress reports on the FCDO Tree project to the head of programme and Consortium TA Lead.
- Ensure that the project’s target beneficiaries are protected and explore and assess new and better ways for assistance.
- Ensure capacity building of education project staff and transfer key skills.
- Oversee and be responsible for mainstreaming protection guidelines for the FCDO Tree project as per NRC’s Protection Mainstreaming Guidelines and ensure that all breaches/concerns reported are properly resolved.
Specific Responsibilities:
- Collaborate with the MoE and REBs to develop, adapt and roll out the continuous teacher professional development framework.
- Lead in the revision, contextualisation, and dissemination of accelerated education curriculum and non-formal learning modalities to provide pathways to formal education for out of school children in collaboration with the MoE and REBs.
- Provide technical support to Regional Leads in the roll out of the continuous professional development framework and accelerated education curriculum.
- Collaborate with MEAL staff to monitor the curriculum and teaching component of the programme.
- Conduct regular site visits to provide technical assistance and ensure effective implementation and monitoring of curriculum and teaching activities.
- Effectively communicate curriculum and teaching program implementation updates and findings to the Technical Assistance Lead, programme staff and external stakeholders, including FCDO, to facilitate informed decision-making and coherence and coordination with other outcomes.
- ·Engage with stakeholders to ensure alignment with national policies and secure support for the programme’s curriculum and teaching initiatives.
- Identify and mitigate risks associated with the delivery of curriculum and teaching activities as part of overall risk management.
- Within this role, promote and help ensure adherence/compliance with the consortium organisations’ Code of Conduct & Associated Policies (including Programme Participant Protection, Child & vulnerable adult Safeguarding, Anti-Trafficking policies), Conflict of Interest Policy, Anti-Fraud Policy, and Modern Slavery Transparency Statement – or NRC’s equivalent policies.
- Within this role, promote and help ensure accountability to programme participants and wider communities in line with consortium organizations’ commitments under the Core Humanitarian Standard (CHS) and Do No Harm principles and ensure high ethical standards throughout programme implementation.
Critical interfaces
Relevant interfaces for the position are:
- Program Staff: Consortium Technical Assistance (TA) Lead, Education Specialist, M&E team, and support and oversight of 6 education staff who are dedicated to the implantation of formal and non-formal education,
- Stakeholders: Ministry of Education (MoE) and Regional Education Bureaus (REBs) INGOs, national NGOs, civil society, local/national governmental bodies
- Legal or compliance: Compliance with NRC CoC, Terms of Employment, Security policies, Education strategy, and Protection Policies.
2. Competencies
1. Professional Competencies:
Essential:
- Bachelor’s or equivalent experience in education, curriculum and teaching, or related field. Master’s is preferred.
- 5-7 years of experience in areas of teaching and learning including curriculum material development, teacher professional development, assessment, school leadership and administration.
- Proven experience working with the MOE Ethiopia and experience and engagement with REB in more than one region in Ethiopia
- Proven experience in designing and implementing teacher training programs.
- Proven experience in adapting and contextualizing curriculum including remote modalities.
- Prior experience of operating effectively within complex and high-risk environments and managing the needs of multiple stakeholders.
- Ability to manage multiple tasks and deliver results in a fast-paced and complex environment.
- Strong analytical skills, with experience using data to inform decision-making and programme adjustments.
- Excellent communication skills, verbal and written, with the ability to articulate complex information backed with evidence to advocate to and persuade influential stakeholders.
- Fluency in spoken and written English.
Desirable:
- Strong understanding of the Ethiopian education system and the context of out of school children.
- Familiarity with MoE in Ethiopia policies and strategies for teacher professional development.
- Fluency in one or more Ethiopian languages.
- Context/ Specific skills, knowledge, and experience:
- Previous experience with the MOE and REBs in Ethiopia
- Contextual understanding and knowledge of the Education sector and stakeholders in Ethiopia
- Familiarity with Education related minimum standards
- Strong communication skills ensuring maintaining good relations and smooth operations with stakeholders.
