The Africa Elections Fund (AEF)—a four‑year initiative (2026–2029) launched by UNDP’s Regional Service Centre for Africa (RSCA) in partnership with the German Federal Foreign Office—aims to advance transparent, inclusive, and peaceful electoral processes across Africa. The AEF expands on a successful 2023 pilot and supports regional and national interventions, peer learning, and collaboration with the African Union, Regional Economic Communities, Election Management Bodies, civil society, and women’s organizations.

The Fund aligns with the UNDP Strategic Plan 2026–2029 (Outcome 2: Effective Governance) and contributes to strengthening inclusive, accountable electoral systems across the continent. The Elections Programme Analyst will support the Governance and Peacebuilding Team at UNDP RSCA in Addis Ababa.

Key Responsibilities

I. Project Management of the Africa Elections Fund

  • Support planning and implementation of regional AEF activities.
  • Provide programmatic support to electoral assistance initiatives in UNDP country offices.
  • Identify opportunities for collaboration across UNDP RSCA governance and peacebuilding programmes.
  • Promote gender equality and inclusion of marginalized groups in all AEF-related activities.
  • Support monitoring, evaluation, and results reporting for AEF initiatives.

II. Development of Tools, Mechanisms, and Policies for Electoral Assistance

  • Assist in organizing regional peer-learning events on elections.
  • Conduct research on emerging electoral, governance, and peacebuilding issues in Africa.
  • Contribute to knowledge generation and dissemination, including lessons learned from electoral support programmes.

III. Partnerships & Resource Mobilization

  • Draft reports, briefs, and knowledge products highlighting lessons learned and promising practices.
  • Maintain databases tracking partners and UNDP Chief Electoral Advisors.
  • Ensure regular communication with UNDP country offices, the African Union Commission, and Regional Economic Communities.

Profile Requirements

Education

  • Master’s or Bachelor’s degree in Political Science, International Relations, Peace and Conflict Studies, Human Rights, Social Sciences, Law, or a related field.

Experience

  • Minimum 3 years relevant experience (Master’s + 3 years, or Bachelor’s + 5 years).
  • Expertise in elections, governance, and project management.
  • Understanding of electoral systems and political institutions in Africa.
  • Experience conducting research, managing partnerships, and contributing to resource mobilization.
  • Previous bilateral or multilateral development experience is an asset.

Skills

  • Strong drafting, analysis, and reporting skills.
  • High accuracy and professionalism in documentation.
  • Excellent interpersonal and cross‑cultural communication abilities.
  • Ability to collaborate with diverse partners: civil society, community groups, authorities, and youth organizations.
  • Ability to adapt and perform effectively in complex, multicultural environments.
  • Solid computer literacy, including Microsoft Office and basic database management.
  • Self‑motivation, reliability, and the ability to meet tight deadlines.
