The Evaluator will assess as objectively and systematically as possible the performance of the project vis-à-vis its overall objective as defined in the project document and deliver a carefully edited and formatted evaluation report on the assessment of performance of the project in accordance with the terms of reference and to ECA quality standards and specifications.
Duties and Responsibilities
Project Overview
The United Nations Economic Commission for Africa (ECA) is launching a final independent evaluation of the project, “Strengthening UNECA’s capacity in public finance”. This evaluation will:
- Review project performance and enhance learning
- Be managed by an ECA official and conducted by an external Evaluator
- Consult with the Project Management Team (PMT)
Background and Challenges
Africa’s public finance challenges are complex and multifaceted, including:
- Debt issues
- Limited fiscal space
- Dependence on external financing
The COVID-19 pandemic highlighted these challenges, leading to:
- An estimated US $115 billion in output losses
- A need for debt relief and concessional financing
- Advocacy for tailored responses to Africa’s unique needs
Project Goals
The project aims to:
- Strengthen ECA’s capacity and global voice
- Improve financial outcomes for African countries
- Support ECA’s leadership in COVID-19 recovery
Evaluation Objectives
This final evaluation will:
- Assess project performance against targets
- Evaluate the sustainability of project results
- Provide actionable recommendations for future projects
Tasks and Responsibilities of the Evaluation Specialist
The Evaluation Specialist will be responsible for:
- Leading the evaluation with technical and methodological leadership
- Analyzing key findings to prepare the final report
- Coordinating the preparation of the evaluation report
- Presenting the draft report to project stakeholders
- Finalizing the evaluation report, including all annexes
- Supervising the Evaluation Team Member for quality deliverables
Qualifications/Special Skills
The following qualifications and skills are required:
- Advanced University Degree (master's degree or equivalent) in Economics, Monitoring and Evaluation, Public Policy, Development Studies, Demography, Statistics, or a related social science field.
- Experience evaluating international development interventions (at least 15 years).
- Designing and leading theory-based evaluations of development interventions.
- Strategic planning approaches, M&E methods (including quantitative, qualitative, and participatory), information analysis, and report writing.
- Evaluating capacity building interventions.
- Knowledge of public finance, global financial architecture, financial markets, and macroeconomic analysis, especially within an African context.
- Experience conducting evaluations of UN programmes and projects (an asset).
Languages
The working languages of the United Nations are:
- Fluency in English is required for this assignment.
- Working knowledge of French will be a distinct advantage.
- Knowledge of one or more local languages spoken in the target countries (an asset).
