North Wollo Zone Woldiya University Higher Education Community Radio is a regionally registered non-profit, membership-based community radio serving audiences in North Wollo (Amhara), Southern Tigray, and North Western Afar. It provides objective, accurate, and comprehensive news and information to its target audience.
Position Summary: The Finance and HR Officer will be responsible for managing all financial and human resource aspects of the project "Laying the groundwork for peace and democratization through media innovation, civic partnership, and engagement". The officer will ensure all financial transactions are compliant with organizational policies and donor requirements, and will also oversee all project-related HR functions to ensure smooth team operations.
Objective of the Assignment: To manage the project's financial operations and human resources, maintain accurate records, and ensure transparent and compliant reporting.
Scope of Work & Key Responsibilities:
Financial Responsibilities:
- Financial Management: Manage all project-related financial transactions, including payments, receipts, and bank reconciliations.
- Budget Management: Monitor the project budget, track expenditures against budget lines, and alert the Project Manager of any discrepancies.
- Financial Reporting: Prepare and submit accurate and timely financial reports to the Project Manager and the consortium lead (MERSA Media Institute).
- Compliance: Ensure all financial activities adhere to the organization’s financial policies, Ethiopian laws, and donor financial guidelines.
- Record Keeping: Maintain a complete and organized filing system for all financial documents, including invoices, receipts, and other financial records.
Human Resources Responsibilities:
- Recruitment and Onboarding: Assist in the recruitment process, including posting job descriptions, scheduling interviews, and preparing offer letters. Manage the onboarding process for new hires.
- Personnel Management: Maintain all personnel files and ensure compliance with labor laws and organizational policies.
- Payroll and Benefits: Oversee the preparation and processing of monthly payroll and manage staff benefits.
- Performance Management: Support the Project Manager in the performance review process for project staff.
- Conflict Resolution: Act as a first point of contact for staff inquiries and grievances, and assist in resolving workplace issues.
Required Qualifications:
- Bachelor's degree in Accounting, Finance, Human Resources, or a related field.
- Proven experience in a similar role with a non-profit organization, managing both finance and human resources.
- Strong knowledge of accounting principles and financial reporting standards.
- Ability to effectively use QuickBooks and other financial and HR software.
- Knowledge of local labor laws and HR best practices.
- Excellent attention to detail and a high level of accuracy.
- Proficiency in Microsoft Office Suite (especially Excel).
- Ability to live and work in Woldiya, North Wollo.
