Role Title: Grant Finance Coordinator

VSO Team Responsible to: Project Implementation Lead (direct line management) Matrix-Finance and Operation Manager

Responsible for: None

Work Location: Addis Ababa, Ethiopia BG-7

Role Purpose: Provide grant and financial coordination and for IPDHE project and other VSO Ethiopia projects by donor financial reporting, financial reconciliations, budget analysis, income accounting ad donor compliance reporting, ensuring compliance to VSO policies, quality assurance standards, donor requirements, and local legislations.

Project Background: Integrated Peacebuilding, Development & Humanitarian Efforts across Ethiopia(IPDHE). The project goal is to reduce conflict and enhance resilience and peaceful co-existence of cross border communities at the Ethiopia-Kenya border. With the funding from ADA the project will operate in 4 districts targeting 157,000 people

Level 2: This post will have direct access or contact with children either or will have responsibility for the day-to-day management of those with direct access to children. A criminal background check will be obtained for post holder at this level prior to their start date.

Task Responsibilities

  • Manage the grant start-up and close-out procedures for finance and Work with the project team and partners to prepare financial project budget, updating and adjusting budget and forecasts throughout project lifecycle (in SUN)
  • Provide trainings and regular updates to project team on specific finance grant requirements and compliance mechanism
  • Advise project manager on financial processes, compliance, donor’s financial requirements and local laws and regulations
  • Management of Project expenditure and income by preparation of balance sheet reconciliations related to grants as per VSO regulations, reviewing in in-country shared costs, and monitoring to ensure compliance
  • Participate in procurement committees for grant-specific procurement.
  • Review documents, systems to ensure necessary compliance checks on project suppliers and partners are consistently and diligently conducted e.g. anti-terrorism checks
  • Prepare & record Expenses/adjustment / recodes to SUN when required.
  • Handle communication with the donor on Finance aspects in close collaboration with the project manager and global grant team lead.
  • Preparation of accurate, timely restricted management and donor reports as per donor requirements and advising on any variances
  • Coordinate donor audits and Support on statutory and internal audits, working closely with the Finance Operations team to ensure audit findings are minimised
  • Provide support to the implementing partners, including financial management assessment, assess and evaluate the training requirements for the implementing partners and provide necessary trainings to the partners.
  • Consistently carry out partner finance due diligence, monitoring and documentation and escalation in line with VSO guidelines

Collaboration

Internal Collaboration

  • Liaise and communicate with project team, Global Implementation team, Global Finance, Global Procurement team to contribute to the continuous assessment of implications of financial issues in the short and long term and strategic direction in consultation with project implementation lead and Global Finance

External Collaborations:

  • Communicate with local implementing partners for financial grant management.
  • Collaborate with donor, audit, and government for compliance.
  • Collaborate with suppliers for timely payment.
  • Advocate and build alliances and network with other agencies, relevant technical working groups, local government authorities, and private sector.

Competence required

Qualifications:

  • Finance and accounting in MA/MBA, Qualified Management Accountant (CMA), Certified Public Accountant (CPA) or Chartered Accountant (ACCA) license.

Knowledge, Skills and Experience:

  • Professional experience in grant finance with good knowledge and skills in technical accounting and financial management of restricted donor funding, reporting, procurement procedure, grant management, grant equipment and donor rules and regulations for non-profit organisations.
  • Experience of coordinating financial grant size of (GBP250-500K per annum) and donor requirements preferably for ADA and or other donors FCDO, UN, USAID, EU.
  • Partner financial capacity building skills and experience.
  • Good engagement and ability to work in multi-cultural project teams, managing relationships with different stakeholders and working in a global organisation.
  • Good IT literacy (Microsoft, Zoom, project management, people management software). including accounting and reporting packages and especially Excel, Finance System, SUN systems, Q&A XL skills and experience
  • Good verbal and written communications in English and local languages with Ability to communicate effectively to a wide range of audiences

Travel Requirement:

  • travel including work away from the home base for up to 40% of time, including remote areas within the country and occasionally internationally
