The MJE’s program focuses on livelihood enhancement, Education, Health, and institutional sustainability with cross-cutting issues of Environmental Protection, HIV/AIDS, Gender Mainstreaming, inclusiveness, and child protection.
MJE is currently awaiting anticipated support from the U.S. Department of State for a proposed Family-Focused HIV Prevention, Care, and Treatment Project to be implemented in Central Ethiopia, Sidama, Southern Ethiopia, and Southwestern Ethiopia regions. Once approved, the Project aimsto contribute to achieving Ethiopia’s “three 95” global HIV targets
Job Summary:
Under the supervision of the HIV ServicesDirector, the HIV Service Specialist provides technical oversight and support for HIV service-related activities. This includes HIV case finding through index case testing and HIV self-testing, linkage to treatment, adherence and retention support, assessment of HIV risk factors, cross-referral case management, and tracking of referrals.The Specialist will offer evidence-based technical support, collaborate with US DOS/PEPFAR projects, participate in stakeholder meetings, and work closely with project teams to ensure the achievement of the triple 95 goals. S/he will also be responsible for reporting, documentation, and achieving program deliverables.
DEPARTMENT/PROJECT: Family Focused HIV Prevention, Care and Treatment Services Project in Sidama, Central, South, and Southwest Ethiopia regions

Duties and Responsibilities:
- Collaborate with project teams and partners to achieve project objectives, targets, and operational plans.
- Provide technical support to the implementing Partner on HIV case finding, including index case testing, HIV self-testing, and improving retention and adherence among PLHIV.
- Support the adaptation and use of HIV service delivery frameworks, guidelines, and job aids.
- Lead or participate in the rollout of HIV service delivery trainings and mentoring & supervision.
- Promote evidence-based innovative approaches for HIV case finding, retention, and adherence.
- Ensure the effective collection, distribution, and logistics management of health commodities in coordination with implementing partners and TA partners
- Provide mentoring and coaching toimplementing partner staff and program teams.
- Ensure that printed reporting and recording tools are available and properly utilized at all service delivery points (SDPs).
- Offer onsite technical support during field implementation.
- Participate in conducting joint integrated mentorship and program oversight to ensure service quality.
- Represent MJE in TWGs, task forces, and stakeholder meetings.
- Ensure coordination with regional, zonal, and woreda health structures.
- Ensure compliance with FMOH and US DOS/PEPFAR standards.
- Support development of annual work plans and performance reports.
- Track progress against program descriptions and implementation plans.
- Participate in quality improvement initiatives.
- Prepare and submit timely performance reports per the US DOS/PEPFAR requirements.
- Perform other duties as assigned by the supervisor.
Qualification
- MPH with MD, BSc in Public Health or BSC Nursing background with a minimum of 6 years work experience in OVC/HIV/AIDS programming, community health, or social support,
- Strong understanding of the Ethiopian health care delivery and community systems
- Experience with public health data reporting systems.
