Job Description

NORCAP’s mission is to improve aid to protect and empower people affected by crises and climate change. We are now recruiting a ICT Infrastructure Expert to support existing infrastructure and set up new infrastructure at Ethiopian Meteorological Institute (EMI) in Addis Ababa, Ethiopia. This is a 6-month assignment with possible extension.

Background

The Ethiopian Meteorological Institute - EMI is dedicated to improving climate prediction, monitoring, and research to support national development and climate resilience. Ethiopia established the Ethiopian Meteorology Institute (EMI) to monitor and study weather and atmospheric conditions and ensure the effective utilization of the country's climatic resources.

EMI is mandated to provide early warnings and advice to users and decision-makers on the adverse effects of extreme weather conditions. In Ethiopia, climatic resources support: rain-fed agriculture; well-being biodiversity; ecosystems and natural environment; rangeland resources; water resources; and generation of renewable energy (water, solar and wind).

The operations of EMI are an important resource for the Government of Ethiopia to achieve its developmental vision. It is essential that the Government of Ethiopia and international partners understand the value of weather and climate services for the socio-economic welfare of the country and incorporate appropriately in national strategic plans.

The primary objectives of this assignment are:

  • To enhance the capacity of EMI’s IT team through training and knowledge transfer.
  • To provide IT support and maintenance for EMI’s existing systems and infrastructure.
  • To ensure the security and reliability of EMI’s IT infrastructure and systems.
  • Lay the basis for the longevity of the services based on EMI permanent staff.
  • To support troubleshooting AWS network issues, including station maintenance and record-keeping of operational units.

Main tasks and responsibilities

The IT Infrastructure Expert will be responsible for the following tasks, but not limited to:

System Configuration, Implementation and Enhancement

  • Collaborate with EMI staff to identify and address IT requirements and challenges related to Linux infrastructure.
  • Collaborate with EMI staff to address IT requirements and challenges related to network, including assisting in design and implementation of network in the new offices.
  • Ensure that all IT solutions are integrated effectively with existing systems and processes, including sufficient documentation and training for the permanent staff.
  • Conduct security audits and implement best practices for data protection.
  • Having general knowledge of provided structural services, such as internet connectivity and security, in order to be an advisor on solutions.
  • Develop and enforce security solutions to protect EMI’s IT systems and sensitive information from unauthorized access and cyber threats.
  • Recommend infrastructure solutions to meet EMI’s requirement in compliance with IT policy & procedure.

Support Maintenance of the Observation Network

  • Checking and updating of stations Metadata of all stations registered on WMO OSCAR Surface, in collaboration with the WIGOS/OSCAR focal point
  • Check and confirm station metadata including elevation, transmitting parameters and barometer heights for Automatic Weather Stations among other information
  • Support registration of stations on OSCAR Surface, including the affiliation of relevant stations to GBON
  • Support technical maintenance of the observation network
  • Keep a record of the transmission status of stations
  • Identify issues with stations that are not transmitting data
  • Liaise with the WMO Regional Office For Africa in troubleshooting transmission-related issues
  • Working with the WIGOS and WIS2 Focal points, collaborate with the WMO Regional Office for Africa in Observation Network and Data Transmission issues on:
    • Internal trainings on OSCAR Surface
    • Internal trainings on WIS2
    • Data transmission issues troubleshooting

Training and Capacity Building

  • Provide training and support to EMI staff on new technologies, software, and best practices.
  • Develop training materials and documentation for ongoing reference and knowledge sharing.

Reporting and Documentation

  • Prepare regular reports on IT activities, system performance, and project progress.
  • Document IT processes, system configurations, and troubleshooting procedures.
  • Support to NORCAP HQ 10%.

Assist in implementing an Office automation system including

  • Communication tools for internal and external purposes
  • Helpdesk system
  • Automobile Management System

Key deliverables:

The IT Infrastructure Expert is expected to deliver the following:

  • A detailed IT support and maintenance plan within the first month of deployment.
  • Perform tasks as described in scope items A and B
  • Progress reports on ongoing IT projects and system improvements on a bi-monthly basis.
  • A detailed Observation Network Metadata registration plan and Stations maintenance plan
  • A detailed Network infrastructure high-level design Document Plan.
  • Training sessions and materials for EMI staff within the first three months.
  • Documentation of IT systems, processes, and protocols by the end of the assignment.
  • Implementation and delivery of office automation systems, including
  • Communication tools for internal and external purposes
  • IT Helpdesk system
  • Automobile Management System

Qualifications and experience

Must have:

  • A degree (preferably Master) in Information Technology, Computer Science, or a related field.
  • System Administration, Troubleshooting, and Infrastructure skills
  • Minimum 3 years proven experience in network administration and configuration
  • Proven experience in Linux system or network administration.
  • Certification relevant to Linux server management or network administration.
  • Strong communication and interpersonal skills.
  • Excellent problem-solving skills and the ability to work independently.

Should have:

  • Network Administration and Network Security skills
  • Experience in managing Microsoft systems and infrastructure
  • Knowledge of cloud computing and virtualization technologies essential
  • Certifications: Cisco CCNA/CCNP, CompTIA Security+, or equivalent.
  • Expertise in Microsoft and Unix operating systems.
  • Expertise in networking protocols (TCP/IP, DNS, DHCP, VLANs, etc.).
  • Proficiency in virtualisation and cloud platforms.
