Purpose of Job

The Principal Technical Officer (PFM-LA) will advance Africa CDC’s vision on public financial management reform and Lusaka Agenda implementation across member states. The role involves policy advisory, systems strengthening, capacity building, stakeholder coordination, and knowledge sharing to improve health financing systems and achieve the five Lusaka Agenda shifts.

Main Functions

  • Provide high-level policy advice to Ministries of Health and Finance on integrating Lusaka Agenda priorities into national health financing strategies and budgets
  • Guide fiscal space analysis, health budget prioritization, and medium-term expenditure frameworks (MTEFs)
  • Support compliance with the Abuja Declaration commitment of allocating at least 15% of national budgets to health
  • Serve as a trusted advisor to Ministries and donors on evidence-based, equitable, and sustainable budget allocations
  • Design and implement country-specific PFM reforms to improve efficiency, effectiveness, and accountability in health spending
  • Strengthen budget formulation, execution, and monitoring processes with emphasis on program-based budgeting
  • Support the development of budget classification systems and health expenditure tracking mechanisms, including National Health Accounts and public expenditure reviews
  • Strengthen accountability systems, including audits, procurement oversight, financial reporting, citizen engagement, and parliamentary oversight
  • Coordinate technical analysis with strategic insights on financing models, including insurance, strategic purchasing, and accountability
  • Facilitate regional PFM knowledge exchange and peer learning
  • Support Lusaka Agenda-related reforms and track national LA roadmaps within RCCs
  • Collate country-level LA data and reports for regional monitoring and reporting
  • Support preparation of periodic technical reports in line with Africa CDC and donor requirements
  • Provide capacity-building and on-the-job training to RCC staff and partners on PFM topics

Academic Requirements & Relevant Experience

  • Master’s degree in Public Financial Management, Economics, Public Policy, Public Administration, Finance, or related field with at least 10 years of progressive experience, including 6 years at expert level and 3 years at supervisory level
  • OR Bachelor’s degree in Economics, Public Policy, Public Administration, Finance, or related field with at least 12 years of progressive experience, including 6 years at expert level and 3 years at supervisory level
  • Experience with budget formulation, execution, monitoring, fiscal space analysis, public expenditure reviews, and analytical report preparation
  • Experience working with Ministries of Health, Ministries of Finance, International Financial Institutions, and development partners on health PFM reforms

Tenure of Appointment

Eleven (11) months, with the first three (3) months as probation. Renewal subject to funding availability, performance, and agreed deliverables.

Languages

Proficiency in one AU working language (Arabic, English, French, Kiswahili, Portuguese, or Spanish) is mandatory; fluency in another AU language is an added advantage.
