The Monitoring and Evaluation (M&E) Advisor will serve as a key member of the Early Childhood Development (ECD) and Maternal, Newborn, Child Health, and Nutrition (MNCHN) Directorate within the Addis Ababa City Administration Health Bureau. He/she will provide technical and program management support for the planning, implementation, monitoring, and evaluation of ECD and MNCHN programs. This role will ensure the integration of strong M&E systems to track progress, measure impact, and inform evidence-based decision-making across ECD and MNCHN programs.

Location: Addis Ababa, Ethiopia

MAJOR DUTIES AND RESPONSIBILITIES:

Monitoring and Evaluation

  • Coordinate development of workplan and regularly update the workplan in close collaboration with the program lead
  • Develop and maintain a monitoring, evaluation and Learning system and M&E plan
  • Engage in the development of digital versions of parental coaching service delivery and household data collection tools and databases.
  • Engage and support in documentation of success stories and lessons learned
  • Lead program reporting in accordance with the program guidelines for internal and external reporting
  • Regularly review project status by evaluating performance indicators and providing feedback to program team and stakeholders.
  • Develop and Maintain program database, diaries and progress reports as required by the program
  • Develop and maintain a project Risk register and regularly update the project senior management on emerging issues.
  • Provide routine oversight and analysis of data within the dashboard systems available
  • Perform routine monitoring and evaluation of program activities, in line with result framework
  • Monitor and track progress towards achievements of project milestones and targets
  • Ensure effective and timely submission of reports and dissemination of results in line with project documentation and stakeholders' expectations
  • Provide the senior management and program team with necessary project analysis reports and information
  • Participate in various M&E technical working groups for Early Childhood Development (ECD) and Maternal, Newborn, Child Health, and Nutrition (MNCHN)
  • Develop and refine Theory of Change and logical frameworks for ECD/MNCH programs
  • Lead or support baseline, midline, and endline evaluations; design evaluation terms of reference (ToRs) and manage external consultants
  • Develop and implement data quality assurance mechanisms to ensure the integrity and accuracy of data
  • Support learning agenda development, including After Action Reviews (AARs), learning briefs, and knowledge dissemination across stakeholders
  • Foster a culture of adaptive management, using data to refine program implementation

Program Support

  • Provide technical support to the BoH’s MNCH directorate in the implementation of ECD in the health service
  • Provide technical support in the implementation of the parental coaching program
  • Engage in the development of program guidelines, training materials, job aids, and SBC materials
  • Engage in ECD training and capacity-building activities
  • Engage in mentorship and supportive supervision for health facilities and parental coaching programs
  • Liaise and coordinate with stakeholders to enhance collaboration and partnership
  • Provide technical assistance to sub-city and health facility staff to strengthen their data collection, reporting, and review skills
  • Any other activities as assigned by the immediate supervisor

Organizational Learning and Capacity Building

  • Support the development and implementation of Collaborative learning and adapting agenda as aligned to project goals
  • Facilitate knowledge-sharing forums, learning workshops, and dissemination events
  • Strengthening M&E capacity of Health Bureau staff and implementing partners through coaching, mentoring, and targeted training
  • Promote a learning culture by documenting lessons learned, success stories, and innovations

Additional responsibilities:

  • Lead efforts in integration of ECD indicators into broader health information systems (HMIS)
  • Coordinate cross-sectoral collaboration (e.g., with education or social services) to promote holistic child development outcomes
  • Support donor reporting, including input for proposals, annual performance reports, and data visualizations for presentations

QUALIFICATIONS AND EXPERIENCE

  • Master’s degree in public health or related field
  • 10 years of relevant work experience in supporting Monitoring and Evaluation-ideally in public health
  • Prior experience working in a nongovernmental organization and the government/public health sector is necessary.

REQUIRED SKILLS

  • Strong organizational skills, ability to work independently with minimal guidance
  • Demonstrated ability to support program planning, monitoring, evaluation and learning
  • Proven skills in data management and analysis and data visualization
  • Demonstrated skills in writing reports for technical and non-technical audiences
  • In-depth knowledge of ECD and MNCHN areas
  • Hands-on experience in development and dissemination of SBC tools
  • Proven experience in training and capacity building on ECD and MNCHN areas
  • Excellent understanding of the Ethiopian health sector, primary health care
  • Excellent written and verbal communication skills with strong interpersonal skills in English and local language(s)
  • Proficiency in Microsoft Word, Excel, PowerPoint, and other information processing software

Additional skills:

  • Experience with data visualization tools (e.g., Power BI, Tableau, DHIS2)
  • Experience with mobile data collection platforms (e.g., KoboToolbox, ODK)
  • Strong understanding of donor requirements (e.g., USAID, UNICEF, BMGF, etc.)
  • Ability to manage external evaluations and lead consortium-level MEL efforts
  • Proficiency in both qualitative and quantitative methods
