Purpose

Veterinary 3 designs, plans, implements and monitors the Economic Security (EcoSec) Unit’s programs in accordance with the objectives and activities set in the PFR yearly exercise and under the supervision of the Head of SubDelegation/JIJ. In addition to that, he provides support to the EcoSec interventions in Oromia, Amhara, Tigray for any issue related to livestock. He represents the ICRC with the livestock local authorities.

Relationships

  • Internally, interacts with the delegation's EcoSec team and with technical reference persons at headquarters or regional level.
  • Externally, represents the ICRC to technical authorities and organizations whose work relates to the EcoSec livestock programme.

Accountabilities & functional responsibilities

Situation Analysis

  • Contribute to the Delegation’s analysis of the humanitarian and economic situation, including displacement trends, needs gaps, and economic/livestock security challenges for target populations (displaced, returnees, host communities).
  • Include regularly inputs on the Situation in the country contributing to multi-sectoral assessments (e.g. livestock health, livestock services) to identify gaps in market and veterinary services.

Project Implementation

  • Contribute to define the input needed for the implementation of livestock program. (e.g., tools, training materials, M&E budgets). The inputs provided are considering the adapt quantity as well technical specifications for proper and timely procurement of seasonal seeds variety.
  • Oversee the countrywide implementation of livestock activities: needs assessments, beneficiary selection, input distribution, and post-harvest evaluation in collaboration and coordination with the teams on the ground.
  • Ensure the compliance of all the ICRC responses implemented under his technical guidance to ICRC Guidelines in relation to Economic and Financial Guidelines and Due Diligence Guidelines.
  • As technical adivssor he ensure the correct implementation of the Procurement Manual and other technical resources for livestock.
  • Develops and favors the adoption of a multidisciplinary approach aimed at addressing the needs of affected communities.

Assessments & Response

  • Support teams on the ground and lead needs assessments and design context-appropriate responses using the Response Analysis and Response Frameworks tool.
  • When conducting an assessment, he demonstrates the capacity to conduct a household level assessment and/or can consistently apply the EcoSec Assessment guidelines.
  • He includes the necessary technical inputs aimed at increasing the Food production capacity of the communites as well the Food consumption and Income.
  • Design agriculture and livelihoods projects (e.g., restocking) aligned with ICRC’s Planning for Results framework.

Beneficiary Management

  • He plays a key role in the targeting process by ensuring the correct resource/inputs distributions depending on the regions of intervention and crop-seasonality. In the selection of beneficiaries he ensure the adherence to the defined vulnerability criteria and explains them to the communities as well as AAP principles on registration
  • Ensure the correct beneficiary selection/verification, ensure inclusive targeting, and establish tailored feedback/complaints mechanisms. He ensures the follow-up of complains and act upon proposing to ADD/Co solutions to address eventual wrongdoings.
  • If necessary, he cross-check beneficiary lists with community leaders/ERCS volunteers to avoid duplication or exclusion errors with the support of ADD and the SubDelegation team. When duplications are identified, he/she acts upon it and remove names.

Data & Reporting

  • Coordinate and supervise the collection of data using standardized tools, perform qualitative/quantitative analysis, and produce visualizations for reports in collaboration with the SubDelegations that benefit of his expertise.
  • Contribute timely to the compilation of institutional reports (weekly highlights, monthly statistics, quarterly EcoSec reports) per ICRC guidelines. He provides agricultural related metrics to improve quality and ensure coherence.
  • Provide timely inputs to PAM both independently and/or upon request from the ADD. He supevises that all the SRs under his technical demain are raised through PAM. He progressively improve his reporting and financial understanding of the EcoSec program with the support of the EcoSec Delegate.

Representation

  • Represent the ICRC in meetings/workshops with humanitarian partners, local authorities, and communities in the absence of the supervisor. In particular with Ministry of Agriculture, Supplpiers
  • Maintain relationships with ERCS (Ethiopian Red Cross Society) branches, community leaders, NGOs, and local authorities.

Logistics & Admin

  • Coordinate with Logistics/Finance for field trip planning, procurement, and management of working advances. He act responsibly on the advances provided him and close them on time.
  • Provide inputs of suppliers, capacity and eventually support them when involved in voucher programs to understand roles and responsibilities.

Field Operations

  • Organize and conduct field trips (individually or as part of a team), ensuring safety and adherence to protocols. He provides inputs to be included in the Field Trip Report.
  • He raises concerns on security and is aware of the security Guidelines in hist AoR.

Information Management

  • Keep situational/security information updated and share it with the department and colleagues.

Self-improvement

  • His personal EcoSec learning path is updated including online modules.

Certifications / Education required

  • Specialized veterinary degree or university degree in veterinary medicine or veterinary surgery.
  • Very good command of English and Amharic.
  • Computer proficiency.

Professional experience required

  • Ideally, 6 years of overall professional experience, including 2–3 years in a similar field; previous NGO experience and demonstrated capacity in project management are required
