The WASH Engineer will be responsible for provision of professional technical support and guidance on activities within the areas of Water, Sanitation & Hygiene (WASH) in ASDEPO Head office. Furthermore, the WASH Engineer will be required to play a lead role in developing project concept notes, proposals, and assistance activities that should be implemented in WASH program of ASDEPO. S/he will be under supervision of WASH program coordinator and will receive the technical support from the Program Director and MEAL Manager. In addition, s/he will be expected to work within multi-functional and interdisciplinary teams.
Key roles and Responsibilities
- Coordinate WASH program activities together with other departments to ensure delivery of WASH services to beneficiaries in IDPs, refugees, and host communities to meets ASDEPO’s WASH sector goals and objectives.
- Work closely with donors, government stakeholders, and partners for the design and improved hygiene conditions, safe management of water and sanitation services and service provision in ASDEPO project areas.
- Provide technical support and assist the ASDEPO project staff on the interventions of WASH aspects.
- Provide technical assistance to ASDEPO coordination/field offices in the development, integration and mainstreaming of appropriate client-focused and cost effective WASH programmes.
- Develop or ensure development of IEC materials through field office consultations for hygiene promotion activities and preparing the hygiene promotion implementation methodology.
- Participate in the implementation of WASH needs assessments and assessment of WASH facilities to be rehabilitated and / or implemented in the project areas.
- Follow-up/Supervision of the activities related to the construction of WASH infrastructures in project woredas at public institutions and communities level such as preparation of BOQs and sketching WASH Infrastructure, ensure the quality and quantity of materials delivered to construction sites by ASDEPO and its subcontractors and maintaining proper record.
- Provide capacity building trainings including community hygiene promotion, training in hygiene promotion to WASH committee members, hygiene volunteers, teachers, health workers etc.
- Monitor the WASH infrastructure construction and rehabilitation works are carried out according to quality standards established by ASDEPO using quality checklists.
- Ensure that the various aspects of the WASH Project are integrated with Gender, Protection, nutrition, and Health.
- Prepare the contract for contractors and liaise with administration and logistics to ensure their payments are done on time.
- Undertake any other duties as may be assigned by the line managers.
- In close collaboration with WASH program coordinator, MEAL Managers, and others departments prepare a detailed implementation, procurement, and budget spending plan.
- In close collaboration with WASH program coordinator and MEAL manager develop of tools to track and monitor the project progress and standards.
- On time submission of procurement request according to procurement department and participate in tender process if needed.
- Manage project equipment and materials in close consultation with the logistics/procurement officers.
- Compiling and sharing of programmatic and financial reports to line managers, donors, clusters, and government stakeholders.
- Facilitate project agreement with ministries, regional, Zones and woredas as per required.
- Participate actively in terms of collecting required data /or write technical reports and contribute in donors reports and proposals.
- Participate in national/subnational cluster meetings, TWGs, SAGs and others WASH coordination meetings and representing ASDEPO in a meetings, workshops, and trainings.
- Fulfill other reasonable duties and responsibilities, as requested by the Head of Programs.
Qualification:
- Bachelors or Master's degree in a relevant field (e.g., Civil Engineering, Hydraulics water supply and related).
- Strong technical knowledge of WASH interventions, including water supply, sanitation, hygiene promotion and behavior change.
- Excellent interpersonal and communication skills, with the ability to effectively engage with diverse stakeholders.
Experience:
- Minimum 5 years’ working experience for BSc holders and minimum 3 years’ working experience for MSc holders in related fields.
- NGO experience is required.
- Willingness to travel frequently in the project areas and to work under challenging conditions.
- Ability to work within a team structure or independently, flexible, and can cope with sa tressful workload
