Job Purpose

The Sanitation and Hygiene Officer provides technical leadership for WASH promotion initiatives across all refugee and host community settings, including schools and healthcare facilities. Reporting to the Project Manager, this role develops behavior change communication (BCC) strategies and builds the capacity of health workers, community representatives, and local stakeholders. Partnering with the WASH Engineer and consortium concerned staff, the officer ensures high-impact programming through rigorous field monitoring, data-driven insights, and multi-agency coordination.

Major Responsibilities

Project Management and Reporting

  • Identify sanitation and hygiene gaps in the project sites and recommend appropriate corrective actions and follow up on functionality.
  • Monitor and follow up on the proper dissemination of hygiene and sanitation messages to target beneficiaries.
  • Develop and track the software components of the Detailed Implementation Plan (DIP), ensuring construction timelines align with overall project milestones and hygiene promotion schedules.
  • Compile accurate weekly, monthly, and quarterly progress reports detailing physical completion rates, material consumption, and technical challenges encountered on-site.
  • Communicate reports to relevant stakeholders in consultation with the project team, keeping WV’s and donor communication policies.

External Coordination and Representation

  • Maintain close working relationships with government authorities and relevant partners.
  • Advocate for local government to integrate refugee populations and host communities into district WASH plans, ensuring equitable and inclusive service access.
  • Represent World Vision in cluster coordination meetings, local government forums, and stakeholder sessions.

Strategy, Design, and Technical Support

  • Empower water utilities, WASHCOs, and artisans with technical tools and training to sustain WASH interventions.
  • Deliver comprehensive WASH campaigns using a culturally sensitive materials approach.
  • Maintain a strong field presence to supervise and facilitate improved hygiene practices among frontline staff.
  • Lead the implementation of WASH FIT and IPC protocols in healthcare facilities.
  • Facilitate the construction of household latrines for vulnerable and marginalized groups in the host community, including slab provision.
  • Manage comprehensive school-based WASH interventions, including proper internalization of Menstrual Health (MHH) interventions.
  • Drive the design and execution of responsive SBCC strategies and hygiene mobilization campaigns tailored for refugee and host populations.
  • Facilitate diverse training sessions for hygiene promoters, sanitation monitors, and solid waste supervisors.
  • Provide expert support to WASH actors while strengthening district-level systems for disaster preparedness and service response.

Monitoring, Evaluation, and Learning (MEAL)

  • Lead baseline, midline, and end-line surveys in collaboration with project staff and stakeholders.
  • Monitor the ongoing hygiene and sanitation situation in project areas and provide regular updates.
  • Monitor and evaluate the effectiveness of training sessions provided to health workers, health extension workers, hygiene promoters, community outreach agents, and school WASH clubs.
  • Verify that hygiene messaging and facilities are accessible and culturally appropriate for women, children, and persons with disabilities (PWDs).
  • Establish and manage community feedback mechanisms to ensure interventions are responsive to the concerns and needs of both refugee and host populations.
  • Capture "Significant Change Stories," document lessons learned, and identify best practices in behavior change for reporting and future project design.

Community Engagement and Institutional Strengthening

  • Identify, select, and coordinate community outreach agents from both refugee and host communities.
  • Establish/adapt WASH Committees, Water Utilities, IPC-WASH committees, School WASH clubs, and WASH business centers in collaboration with local government representing refugees, hosts, women, youth, and persons with disabilities.
  • Organize community groups to mobilize local resources for WASH interventions.
  • Lead the establishment and support of IPC and WASH-FIT implementation committees.

Required Education, Training, License, Registration, and Certification

Bachelor's or master's degree in Environmental Health Science, Public Health, WASH, or other related fields. A Sanitation and Hygiene Officer promotes environmental and public health through effective sanitation and hygiene practices in the WASH sector.

Licenses and Training

  • Basic knowledge of sanitation and hygiene. Understanding of fundamental sanitation concepts, hygiene practices, and their impact on public health.
  • Have substantial experience with Digital MEAL Tools, utilizing mobile data collection applications (such as mWater, KoboToolbox, and others).
  • Ability to maintain a professional attitude and deliver high-quality work under pressure within insecure or high-stress environments.
  • Excellent interpersonal skills to facilitate effective engagement with communities, government, and partners.

Required Professional Experience

Minimum of 3 years of experience designing and implementing hygiene and sanitation programs, specifically within refugee and host community contexts. A Sanitation and Hygiene Officer promotes environmental and public health through effective sanitation and hygiene practices in the WASH sector.
