Position: Project Coordinator for Hawassa City Second Urban Water Supply and Sanitation Project

Location: Hawassa, Sidaama Region

Description of the Assignment

?The role of the project coordinator working under the second UWSS-PMU is to support & facilitate the effective implementation of the Urban Water Supply & Sanitation Program at the city level. The role of the project coordinator will be to coordinate PMU staff providing them with the directions, information, systems, and skills, and communicating with the City Water Utility head and water Board.

Requested Services

  • Plan and manage the overall activities of the second UWSS project as per the PIM
  • Prepare the annual work plan of the project management unit with the consultation of all stakeholders
  • Play Facilitation role in different Workshops, Training, and Seminars which will be conducted by the Project Management Unit
  • Consolidate all reports and plans for the input of regions, federal and world bank consumption, and timely submission to the Region and federal PMU
  • Review the Bi-monthly Report submitted by all technical specialists together with the utility manager and boards
  • Closely work with all stakeholders in the preparation of work schedule (action plan)
  • Lead and actively participate in the preparation contract agreement, bid documents, contract negotiation, and payment certificate & summit to the utility manager for approval
  • Review the Semi-annual reports submitted to the Unit by the city water board (Water utilities) of UWSS Project
  • Collect, Record, and File all physical activities (works) of the second UWSS project
  • Conduct site visits to supervise & closely follow up the implementation of the second UWSSproject
  • Actively participate in the realization of the Urban Water Supply & Sanitation Practitioner Networks
  • Frequently communicate with Regional Proj?ct Management Unit for any updated activities & information on second UWSS project
  • Prepare reports on the activities of the second UWSS project & Summit to concerned body whenever the needs arise
  • Oversee & countercheck the output of all technical and support staff as per their Tor
  • Arrange short meetings & discussion time for all technical and support staff on
  • any issues related to the activities of the second UWSS project.
  • Perform any assignment related to second UWSS project activities whenever. it is given by the utility manager In addition to the above-mentioned activities, the Project Coordinator -performs other related and relevant assignments.

Required Competencies

The Project coordinator to be hired shall have experience in coordinating particularly water supply and sanitation projects financed by the World Bank including proven proficiency in the design, construction supervision, assessment, analysis, and development of Manuals and strategies of public services with a high credit to experiences in water supply and wastewater management.

The Specialist shall have

  • BSc/MSc/Ph.D. in Water supply, Sanitary, Hydraulics, Civil Engineering, or in related fields with 10/8/6 years of experience in the water supply and sanitation sub-sector with 3 years in project coordination.

The competent applicant must be fluent in the English language and understanding the Federal and Regional government's working languages is required.

Time Frame and Contract Arrangement

Duration of the Assignment: The assignment will be for one year with the possibility of extension based on evaluation of performance. The Consultancy is a full-time assignment. The Specialist is expected to bring her/his own computer (laptop). Printing facilities are available

Client?s Input for the Service

The client will:

  • Avail to the specialist all necessary data and documents available.
  • Facilitate the specialist to have access to data and documents available in the government?s WaSH institutions.
  • Provide office facilities (space, table, and chair)
  • Provide transportation for field visits
  • Facilitate and organize stakeholders workshop

Reporting 

  • The specialist reports to the PMU under the water supply, and sanitation Directorate.
  • Submits reports of the field visits, workshops, and meeting results (minutes) within the agreed time frame
  • Reports monthly, quarterly, and yearly project status.
