Dimensions of the Role The post holder will report to the Business Development Manager. In line with the global strategy, the Country Strategy, the Annual Plan, the annual Business Development Plan, the incumbent will be responsible for the preparation of development and humanitarian grant acquisitions of unlimited amount through working with integration both with Plan entities as well as National Offices. The position holder requires to gradually improve the proposal success rate through delivering high quality, timely production of project proposals in a range of technical areas, through a consultative and compliant process. The produced proposals have to be in line with Plan International’s global standards on CCCD, gender, youth, and inclusion. Accountabilities Lead, under the guidance of the Business Development Manager, successful proposal development based on Plan Ethiopia’s country strategy through addressing gender transformation and inclusion approach; Coordinate, challenging and aligning a range of financial, technical, business development and programme inputs, and producing a high-quality proposal that satisfies Plan International’s strategy and procedures; Engage with the proposal development team (both technical and leadership positions) to guide the swift design and development of programme concepts and proposals; Coordinate with grants management teams to ensure the alignment of compliance and manage risk with the Plan’s policies; Work closely with the Business Development Department and other internal departments to delivery wining proposals; Work closely with supporting National Offices to ensure proposals address strategies, compliance, and concerns of donors, to support quality proposal development and attention to the deadline; Ensuring Plan’s procedures and guidelines (e.g on cost recovery, safeguarding, safety and security, Gender, etc..) are followed in the proposal and budget development; Ensuring Plan’s financial and programmatic interest are met; Coordinating input from local and international partners, be public or private Identify information gaps, pre-empt challenges in the funding; development, humanitarian nexus to development and humanitarian; Develop systems to improve the proposal drafting process; Working to strict deadlines coordinating with multiple stakeholders; Prepare weekly/monthly required data which includes emergency funding tracker; Prepare GO NGO of grant call summary for the management’s approval; Participate in rapid need assessment or any need assessment that supports for proposal inputs; Prepare different tools that can support to do the assessment for proposal inputs; Prepare and up-date grants capacity statement as well as expression of interest; Prepare monthly funding gap analysis based on the country strategy analysis and emergency response plan; Identify potential donors and play role in donor mapping; Prepare of FAD Stage 1 and 2 as and when required; Working closely with Grant Management team on keeping the grant documents in hard as well as soft copies; Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures. Any other related duties requested by the supervisor and/or by the department. Technical Expertise, Skills, and Knowledge Essential Graduate in relevant degree of Economics, Social Studies, Management, international development, or related technical subject, MA degree is recommended; 3-5 years’ experience in development or humanitarian programming; Strong demonstrable experience in successful proposal development; Excellent command of logical frameworks, budgets, and technical formats; Excellent ability to write and present accurately and precisely in English, especially in Word, Excel, and Powerpoint; Capacity to work in a multi-sector team, including coordinating technical input into proposals. Ability to work rapidly with staff in-country directly and NO staff remotely in writing and where necessary revising proposals. Familiarity with requirements of key donors and capacity to work in a multi-donor environment, including UN Agencies, USAID, DFID, EU, and other funding streams. Good program design skills, including the capacity to prepare logical, coherent and consistent documents including log frames. Desirable Analytical skill to deliver the given assignment with evidence-based approach on a timely basis; The job holder will need to coordinate program teams in various locations, who are not reportable to this position, to deliver quality program design that fits organizational strategy. The job holder will need to develop and analyze project design for projects outside of their technical area and expertise. The job holder will need to balance and prioritize the interests of national offices, program teams, program areas, and Country Leadership Team. The job holder needs to take a proactive stance to identify and resolves problems in proposal development systems and identify skills gaps Ability to deliver multiple tasks and work in a stress situation
