Component Manager, Household Energy GIZ- Internal/External Vacancy Announcement #013/2020 Energizing Development Ethiopia (EnDev) Program As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development policy objectives. GIZ promotes complex reforms and change processes. In Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on the commission of the Ethiopian Government and other international donors. Energising Development Ethiopia (EnDev) Ethiopia (being implemented by GIZ) supports a sustainable supply of energy services to lower-income households, social institutions and small to medium-sized enterprises with a focus on rural areas. EnDev is a multi-donor and multi-implementer energy access partnership. It is currently financed by six donor countries – the Netherlands, Germany, Norway, the United Kingdom, Switzerland, and Sweden. Being part of the global programme, EnDev Ethiopia receives additional co-funding from Ireland, the Korea Foundation for International Healthcare and the European Union. Main Responsibilities: Oversee the household energy sector transformation agenda of the program, in close collaboration with heads of other components, and internal and external stakeholders. Provide strategic leadership to the implementation of program activities under the cooking energy as well as solar sub-components. Provides leadership in the establishment, implementation, and furthering of partnerships with various stakeholders, governmental and non-governmental, for effective implementation of key program objectives. Monitor and provide leadership on policy initiatives, both at regional as well as national levels, meant to ensure the household energy sector transformation in Ethiopia. Lead the FDI attraction and regulatory reform activities of the component with a focus on creating a conducive environment for investment. Oversee the advocacy and supply chain development activities of the household energy component to achieve specified program objectives. Planning, implementation and monitoring of EU Up-Scaling and other donor activities for GIZ EnDev Ethiopia household energy interventions, both cooking energy, and electrification, as per the agreed programme/project objectives, deliverables, milestones and indicators defined in the project/program documents. Lead the provision of professional advice/technical assistance to beneficiaries, stakeholders and partners in capacity development and household energy technology as well as market development. Creation and maintenance of synergy with EnDev Ethiopia regional offices and other technical components, with other GIZ programmes as well as other related programs in the sector. Ensure the documentation/knowledge management of learnings and innovations with regard to household energy technology and market development. Management and leadership of the components’ interventions, coordination of the work plans, monitoring of the workload and performance, and facilitating the personal development for the components’ staff, in coordination with other EnDev Ethiopia components, sections and regional offices, as appropriate. Monitoring the budget and the financial utilization of the component as per the GIZ financial management regulations and the plan. Tasks: 1. Advising the partner institutions Advises sub-component leads on effective crafting and implementation of sector transformation efforts in cooking energy and solar sectors. Guides the identification, selection, implementation, and monitoring of policy redress to key constraints for private sector investment in the household energy sector. Engage in the design and implementation of public-private dialogues on key policy issues that hinder the enhanced participation of the private sector in the energy space. Participates in identifying needs for external support and advice, elaborates on policy recommendations and develops strategic approaches Supervises development and implementation of project/program plans and activities in close coordination with implementing partners and EnDev Ethiopia regional offices Lead the process of conceptualization, preparation and implementation of technical assistance schemes provided for federal and regional governments, sector and industry associations, enterprises, among others. Designs the strategies for co-financing, cost-sharing and grant schemes under the household energy component meant to ensure industrial transformation, sectoral integration and higher impact of program supported Develop the framework for sub-component and individual Key Performance Indicators (KPIs), develop and organize quality assurance, propose necessary improvements and initiatives Monitor project progress, prepares & review reports and documents concerning the progress of the EU upscaling programs and other interventions co-financed by other donors, determine bottlenecks and recommends alternative courses of action 2. Management, Coordination, Cooperation and Leadership The Component Manager: Manages the personnel, finance, and infrastructure of the areas of activity she/he is entrusted with and provides guidance to her/his team members and subordinates. Represents the interests and always acts on behalf of the GIZ EnDev Ethiopia Undertakes the execution of her/his duties in collaboration and consultation with other Heads/Managers and experts/advisors at EnDev Ethiopia and partner institutions to ensure smooth communication, for meaningful partnership and ownership, alignment, harmonization, and effectiveness of the development aid Carries out and coordinates project planning and tasks relevant to EU Up-Scaling for EnDev Ethiopia and other programs co-financed by other donors which may not have been explicitly mentioned in this job description Supports EnDev Ethiopia Planning, Monitoring and Evaluation activities as per agreed plan in collaboration with the relevant components and sections in EnDev Ethiopia the EnDev Ethiopia Regional Offices, including preparation and planning exercises for the Household Energy component. Ensure the use of office and transport facilities in accordance with the agreement on the use of facilities Oversees and approves the budget for key events, activities, periods and related financial documentation in consultation with her/his team. Assists and/or carries out other programs/project activities and any other tasks as assigned by the EnDev Project Manager. Required qualifications, experiences and competencies: Master degree in either economics, program development and management, policy analysis, public administration, (business) engineering, energy management, environmental studies or development studies; Ability to see the broader picture and sector linkages, and up-to-date with recent policy developments in both the energy sector and other sectors. Excellent conceptual, organizational, moderation, presentation and communication skills, and confidence to present the project, are vital for the position; Fluent in English and show competence in working in different and international teams; A grasp of other languages (eg German, Amharic) is an added advantage Willingness to frequently travel in regional offices in Ethiopia. Professional experience Minimum 10 years of professional experience in the energy (or related) sector of development cooperation or private sector; Leadership experience and high leadership responsibility; Independent initiative and creative thinking to develop, optimize and present procedures; Work experience in land-related development projects is an asset. Other knowledge, additional competences A good sense of the dealings within government agencies as well as exposure to the coordination (and conceptualizing) of development programs; Excellent communication and moderation skills, both written and oral in English; Willingness to work with rural communities and related government structures; High degree of creativity, initiative, conceptualization, integrity, and accountability; High level of knowledge in the MS Office package; A considerable degree of independence in choosing approaches and methods.
