Job Description

The IRC has a focus on narrowing the gender gap in humanitarian aid and ensuring that we contribute to gender equality, diversity, and inclusion in both our programs and operations by working to establish a context where our clients (including those from minority groups) enjoy the same rights and opportunities as well as equal access to services. BACKGROUND AND JOB PURPOSE: 

The IRC’s ERD program is tailored to various vulnerable groups’ needs, and delivered in partnership with both public and private sectors to strengthen inclusive livelihood systems and build resilience and economic growth opportunities. To this end, IRC designs comprehensive interventions that support vulnerable refugees and Ethiopians. It focuses on meeting basic needs, ensuring food security, and fostering skill development for income generation in pursuit of self-sufficiency, individual and community resilience, and inclusive economic growth. The IRC adopts a partner-cash-first approach, working with local private and public partners, and provides cash for meeting emergency needs, and subsequently supporting clients towards livelihood recovery, developing resilient and sustainable livelihoods. IRC provides entrepreneurship and life skills, mentorship and coaching, and financial education support, and facilitates access to business start-ups, particularly for women and youth. 

MAIN TASKS AND RESPONSIBILITIES: (Focus areas: Sida Resilience Nexus Consortium and the BHA ERMS Projects) 

  • Oversee the design and implementation of: Emergency Cash and Voucher, and Cash for Work Programming. Entrepreneurship Development, Vocational and Business Skill Training, and Employment Facilitation Interventions. Establishing VSLAs (Village Savings and Loan Associations), and Inclusive Value Chain Strengthening.
  • Project Steering: Lead new/ongoing project field teams on staff recruitment, drafting SOPs, assessments, and POMs, in collaboration with Field Coordinators and other internal colleagues. 
  • Reporting: Lead in collating high-quality IRC and donor reports as per schedules on grant activities, indicators, and achievements.
  • MEAL: Work with IRC Ethiopia’s Accountability and Learning department, to develop and implement a full monitoring and evaluation framework for all ERD grants and activities as well as learning strategies.
  • Internal Unity Level Coordination: Coordinate with IRC logistics, finance, and grant staff to ensure timely and compliant program activities and expenditures; including active participation in procurement, supply chain, grant, and other meetings. The ERD Regional Coordinator will have budget authority to pre-approve limits and responsibility for budget development and compliance.
  • Relationships: Foster a collaborative relationship with external stakeholders including fellow agencies/NGOs, government departments and ministries, community-based organizations and partners, donors, and others in accurately and professionally representing IRC positions, promoting long-term strategies, and resolving problems/conflicts.
  • Program Adaptation, Development, and Strategy: Identify opportunities for the growth of the ERD programming portfolio by regularly assessing refugee and local community needs, designing short- and long-term interventions to meet those needs, and working with internal colleagues and external stakeholders (clusters, donors, GoE, etc.) to identify and seize funding opportunities to launch new ERD programs.
  • Staff Management and Capacity Development: Engage staff on capacity development reflections and goal setting, conduct tailored capacity building training and mentorship on key skills required for delivery of Climate Resilience, CVA, and EDE interventions. Lead the harmonization of market-based programming tools across teams and projects.  
  • Ethical Compliance: Lead staff in maintaining open and professional relations with team members, promoting a strong team spirit, and providing oversight and guidance to enable staff to successfully perform in their positions.

Safeguarding Responsibilities: - 

  • Promote and actively take part in initiatives and efforts to build team engagement, inclusion, and cohesion in IRC [team/office]
  • Foster ongoing learning, honest dialogue, and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies.

Duty Station

Somali Region below location 

  • Jijiga 5% 
  • Siti Zone (Gota Biki and Erer) – 45 % 
  • Melkadida – 55 %

Qualifications

Qualifications and Experience: 

  • Bachelor's degree; preferably an Advanced Degree in an appropriate field such as Nutrition, Agriculture, Management, International affairs, or a related topic. 
  • Minimum of 4 years of experience as an ERD Coordinator/Senior Manager, preferably in complex settings. Experience in CVA /Cash for Work, Market-Based Programming, Integrated Programming 
  • Strong skills in Food Security program management and design.

Language Skills

  • Fluency in English is required (both oral and written). 
  • Knowledge of the Somali language is advantageous.
