Job Summary:
The Embedded PFM Advisor is responsible for supporting regional public financial management systems by working directly within Regional Bureaus of Finance. The role focuses on strengthening financing capacity, implementing PFM reforms, and improving resource mobilization through a hands-on, coaching-based approach. The advisor works closely with government staff to co-develop solutions, enhance institutional capacity, and ensure sustainable financial management practices aligned with development objectives.
Job Requirement:
Qualification:
- Bachelor’s or Master’s Degree in Public Financial Management, Economics, Public Administration, Finance, or related field
Experience:
- Minimum of 10 years of relevant experience in PFM, government budgeting, or fiscal policy
- Direct experience working with government finance institutions in Ethiopia or similar contexts
- Experience in health financing, ODA tracking, domestic resource mobilization, or fiduciary safeguards is an advantage
- Prior experience in an embedded advisory or coaching role within government institutions is highly preferred

- Ability to navigate complex institutional and political environments

- High level of adaptability, initiative, and professional judgment
- Strong computer skills, including MS Office and web-based systems
Key Responsibilities:
- Support implementation of PFM reforms through direct collaboration with regional finance bureaus
- Facilitate ODA tracking, data collection, and development of early warning and monitoring systems
- Assist in budget preparation, cost planning, and financial reporting processes
- Support development and implementation of alternative financing strategies
- Coordinate with stakeholders, partners, and government institutions
- Contribute to strengthening financial governance, compliance, and accountability systems
- Provide coaching and on-the-job capacity building to government staff
- Support preparation of reports, diagnostics, and policy inputs
- Participate in project reviews, coordination meetings, and knowledge-sharing activities
- Assist in transition planning and ensure the sustainability of implemented reforms
