Position Summary
The Environmental Safeguard Specialist will play a key role in ensuring the effective implementation of the Environmental and Social Management Framework (ESMF) and Resettlement Policy Framework (RPF) for the Hawassa City Second Urban Water Supply and Sanitation Project (UWSSP-2). The specialist will also lead awareness and capacity-building initiatives to ensure sound environmental and social management practices at the city level.
Key Responsibilities
- Conduct environmental and social screening of project activities.
- Facilitate clearance/approval processes for environmental and social screenings.
- Provide environmental and social safeguard training to relevant stakeholders.
- Monitor and follow up on the implementation of safeguard activities at the city level.
- Coordinate all environmental safeguard efforts in collaboration with project partners.
- Organize and conduct public consultation meetings alongside other safeguard experts.
- Prepare and consolidate quarterly, semi-annual, and annual work plans and reports on environmental safeguards.
- Conduct site visits and field inspections to evaluate project compliance with safeguard measures and provide actionable feedback to the PMU Coordinator.
- Assess the adequacy and capacity of institutions responsible for implementing environmental safeguards.
- Collaborate with regional-level environmental safeguard experts.
- Support the City PMU Coordinator in identifying safeguard-related activities.
- Undertake any other related assignments as directed by the Coordinator.
Required Qualifications
Education:
- MSc or BSc in Environmental Science, Environmental Engineering, or a related field.
- Minimum of 4 years (for MSc) or 6 years (for BSc) of relevant professional experience, including at least 1 year in the WaSH (Water, Sanitation, and Hygiene) sector.
Experience and Skills:
- Familiarity with the Government of Ethiopia and World Bank environmental safeguard procedures and policies.
- Experience in environmental assessments, stakeholder engagement, and grievance redress mechanisms.
- Strong report writing and communication skills in English.
- Proficient in Microsoft Office and related software.
Contract and Work Conditions
- Duration: One year, with potential for extension based on performance evaluation.
- Type: Full-time consultancy.
- Logistics: Consultant must provide their own laptop. Office space, transportation for field visits, and printing facilities will be provided.
Support Provided by the Client
- Access to all necessary project data and documentation.
- Office space with basic furniture.
- Transportation for fieldwork.
- Facilitation of stakeholder workshops.
Reporting Line
- Reports directly to the City PMU under the Water Supply and Sanitation Directorate.
- Responsible for timely submission of field visit reports, workshop documentation, and periodic (monthly, quarterly, annual) progress reports.
