VACANCY ANNOUNCEMENT
Introduction
Ethiopia signed the United Nations Framework Convention on Climate Change (UNFCCC) in 1992 and ratified it in 1994, committing to periodic submissions of national climate actions communications like:
- National Communication
- Biennial Transparency Report
- Other reports
These reports include inventories of greenhouse gas emissions, removals by sinks, and measures taken to implement the Convention. Fulfilling this obligation, Ethiopia submitted its Initial National Communication in 2001, followed by the Second National Communication in 2015, and its First Biennial Update Report (BUR) along with the Third National Communication in 2023.
The Ministry of Planning and Development (MOPD) is starting to prepare its First Biennial Transparency Report (BTR), demonstrating the country's commitment to fulfilling its obligations under the Paris Agreement. This builds international trust by providing transparent and credible data on greenhouse gas emissions and climate actions, and establishes a baseline for tracking progress towards national climate goals like its NDC and Long-term low emission development strategy.
Therefore, MOPD is looking to recruit two individual technical experts for the following positions based on the specific requirements below.
Position 1: Greenhouse Gas (GHG) Inventory Specialists
Consultant Responsibilities
The specialists under this position will work with the national MRV desk team responsible for the preparation of the national GHG inventory for the sectors (AFOLU, Energy, Waste, and IPPU) and mandated gases (CO2, CH4, N2O), based upon the requirements of Dec. 5/CMA.3 for the BTR. These functions must be performed taking into account the latest GHG inventory and related documents for sources of information, methodologies, barriers, and improvements, and include the following tasks:
- Retrieve previous improvement plans from FBUR and recommendations, applying improvements in data sources, completeness, quality, and/or IPCC guidelines methodology (tier), if feasible.
- Undertake national GHG inventories for the mandated gases CO2, CH4, N2O, as well as HFCs, PFCs, SF6, CO, Nox, SOx, and VOCs (if data available) from the year 1990-2022, according to the guidelines (MPG) for Parties not included in Annex 1 to the convention.
- Calculate emissions by source and removals by sink for the year 1990-2022 for all IPCC sectors (Energy, IPPU, AFOLU, and Waste).
- Prepare a summary of trends related to national emissions and removals.
- Provide an overview of source and sink category emission estimates and trends.
- Conduct Key Category Analysis.
- Introduce and plan GHGI improvements.
- Use time series of activity data from the latest GHG inventory, data providers, and/or generate new data to achieve a complete time series, including filling in possible gaps with the most appropriate methodology as necessary.
- Perform the key category analysis according to the most appropriate IPCC methodology.
- Apply the identified IPCC methodology to produce GHG estimates for the whole time series using the IPCC software for GHG inventory preparation, using the fifth assessment of Global Warming Potential (GWP).
- Check and explain the QA/QC process of the GHG calculations according to the IPCC deadlines.
- Identify and document possible barriers and improvements needed for the next cycle.
- Apply full documentation, management, and storage procedures at all levels of GHG inventory preparation.
- Participate and contribute to any possible review process of BTR document preparation.
- Perform any other task required based on the request from MOPD related to the preparation of BTR.
- Provide one round of hands-on training workshops on the overall preparation process and GHG inventory chapter (tools, assumptions, methodologies, software, and guidelines used).
- Identify gaps and areas needing improvement for the next BTR 2 and stocktaking exercise.
- Submit the final GHG inventory chapter report, in hard copy and soft copy, to MOPD.
Main Deliverables (Outputs)
- Final GHG inventory chapter report, prepared in hard copy and soft copy.
- All raw data used for GHG inventory report preparation in soft copy (Excel, Word, tables, models).
- Separate summary report of GHG inventory for higher officials' consumption in hard copy and soft copy.
- Modules or material prepared for capacity building training in hard copy and soft copy.
Required Skills and Expertise
- Professional degree (PhD, MSc.) in environmental science, natural resource management, climate change, environmental engineering, industrial engineering, and/or another relevant field.
- At least one or more certificates on GHG inventory from the Greenhouse Gas Management Institute (GHGMI) or UNFCCC.
- Experience in conducting training on GHG inventory and IPCC software based on IPCC guidelines for national experts.
- Experience in conducting training on GHG emission reduction tools and/or climate action related reports in Ethiopia.
- Deep understanding of the country's climate policies, climate goals, and international reporting standards.
- Familiarity with GHG accounting methodologies, IPCC reporting guidelines, and MPG of the Paris Agreement.
- Knowledge of government institutions and coordination mechanisms.
- Excellent English writing skills.
Tentative Work Plan and Timeframe
The consultancy will require 5 months for both positions from the date of award of contract to finalize both the Greenhouse Gas inventory and climate action mitigation policy assessment chapter.
Payments
Payments will be effective upon submission and acceptance of satisfactory deliverables as follows:
- Advanced payment after submission of final inception report: 30%
- First draft GHG inventory and mitigation chapters report: 40%
- Final GHG inventory and mitigation chapter reports and submission of all necessary documents: 30%
Note: Tax will be deducted at source on each payment made to the consultant as per the existing Financial Regulation and norms of the Federal Democratic Republic of Ethiopia.
Application Document
The application documents should include both the financial and technical documents in a separate envelope. Additionally, the technical proposal must include:
- Clear and detailed methodologies to conduct the assignment
- A work plan for the work
- CVs and a copy of the relevant certificates
Interested consultants must submit the following documents/information to demonstrate their qualifications:
A. Technical Proposal
The technical proposal should include:
- Profile of the consultant and an outline of recent experience on assignments of a similar nature, along with a letter of testimonies for successful completion of assignments
- The consultant's comments or suggestions on the TOR and appreciation of the assignment objectives, tasks, and deliverables
- A clear description of the methodology and work plan proposed to execute the assignment
- A timeline for carrying out the assignment
- Curriculum Vitae of individual consultants, including experience in similar projects and at least 3 references
- A copy of certificates (such as training certificates related to the assignment and certificates from international institutions like GHGMI, UNFCCC) for each individual consultant
B. Financial Proposal
- Lump-sum consultancy fee with VAT
- The lump-sum should be broken down to clearly indicate budget description (travel, per-diems, actual consultancy fees, etc.)
- An indication of whether this rate is flexible
Technical Document Evaluation Criteria
Both technical and financial proposals will be evaluated based on the criteria of the Procurement Rules and Regulation of the government. The selection of consultants for the project will be based on:
- Technical Proposal: 80%
- Financial Bids: 20%
The technical proposals will be evaluated against the following criteria:
- Individual expertise, experience, and qualification (20)
- Methodology & Approach of the assignments (45)
- Demonstrated experience and expertise in conducting GHG inventory, training, and familiarity with IPCC guidelines and software (35)
