Project background

BRIDGE+ is a five-year programme (from November 2023 to December 2028) implemented by a consortium of partners composed of SNV Netherlands Development Organization (lead) and Wageningen University (WUR and Agriterra, with financial support from the Embassy of the Kingdom of the Netherlands (EKN).

The overall objective of the BRIDGE+ programme is to contribute to a functioning dairy Value Chain that creates inclusive and sustainable benefits for all its participants, including wider society, with a particular focus on smallholder farmers within the mixed farming system. To attain this objective, the project will operate at three levels: (1) smallholder farmers: increase benefits from dairy farming; (2) dairy value chain: improving functioning and food safety; and (3) at sector level: strengthening institutional structure.

The partnership and grant Advisor works together with the project team on the development of partnership contracting modalities for the various implementing partners, project associates (e.g. Master Trainers, Dairy Farm Advisers, etc.) and grantees of the project (cooperatives, Agro-Input Dealers) in line with SNV policies and the market system development approach.

Context and purpose of the job

The Partnership and Grant Advisor is appointed to the BRIDGE+ project and collaborates with the project team to develop partners and grantees contracting modalities for various implementing partners, project associates (e.g., Master Trainers, Dairy Farm Advisers), and grantees (e.g., cooperatives, Agro-Input Dealers). Based in the Addis Ababa office, the officer is part of the national team and is expected to work closely with the SNV country office procurement and contracting and finance units.

The purpose of this role is to ensure that the necessary partnership and grant modalities and processes are in place and adhered by all for the effective implementation of BRIDGE+ project activities. The partnership and grant management advisor plays a crucial role in linking the program team with the operation team ( procurement and contracting, HR and Finance) and ensuring that all administrative processes (contracts, grants, partnership agreements) are documented, monitored, and efficiently implemented adhering to the organization policy and procedures. This role requires insight into administrative processes and familiarity with programmatic issues.

While the role involves various support services, there is a focus on financial and contractual procedures. Familiarity with programmatic issues is a significant advantage.

Job Description

Planning

  • Assist the project management in developing grant, partnership and contracting procedures in line with the SNV policy and procedure (which includes identification selection, due diligence, contracting, engagement and M&E processes) for the different types of partners/stakeholders.
  • Assisting project management in discussions with partners to develop clear contracting modalities that optimize project impact, reduce financial risks, and ensure efficiency.
  • Share periodic partnership/contracting/grant plans with the procurement and finance units for better coordination and efficiency.

Contracting

  • Supports the national advisers, cluster teams and management in preparing and compiling documentation required for fulfilling the contractual conditions of the SNV corporate systems.
  • Makes a follow-up and takes the lead in following all contractual procedures until its conclusion.

Implementation

  • Work with the technical advisors at the national and regional level to ensure the partners and grantees implement in line with the agreements complying with the procedures.

Finance

  • Makes a follow-up to ensure that payments and settlements are made timely and correctly.
  • Track budget utilization by each contracting body.
  • Ensure all contracting partners / grantees and consultants’ commitments are posted in the SAP By Design.

Monitoring and quality assurance

  • Establish and maintain a filing system to keep both soft and hard copies of all contractual documents, performance and monitoring reports.
  • Together with the technical team develop monitoring checklists and conduct perioding monitoring visits to review performance and provide technical assistance
  • Ensure efficient and appropriate use of the planned budget of each contracting party.

Other activities

  • Provides link between project and SNV support services.
  • work on other assignments as assigned by the project manager

Qualifications

  • Proficiency level equivalent to bachelor’s degree in specialised/ relevant technical field and minimum 5 years' experience in development work and project implementation or technical field or procurement and contracting.
  • Development-oriented NGO experience.
  • Experience with USG and other donor contract monitoring and reporting.
  • Good communication and presentation skills.
  • Well organized and able to act professionally and ethically.
  • Good skills in computer applications (Especially in Microsoft applications).
  • Firm belief in teamwork, gender equality, participatory approach, and sustainable development.
