Position Summary
The SPO II – Partnership and Resource Mobilization plays a pivotal role in securing diverse funding, managing relationships with key development partners, overseeing grant allocation and compliance, and driving the implementation of ATI’s resource mobilization strategy to ensure sustainable financing and effective utilization of program resources.
Reporting to the Director of Partnerships and Resource Mobilization, the SPO II will:
- Lead the development and implementation of ATI’s resource mobilization and partnership strategies, guidelines, and manuals.
- Manage the administration, compliance, and monitoring of donor-funded projects to ensure effective and compliant resource utilization.
- Provide timely partnership and financial performance analysis to support management decision-making.
- Develop grant tracking tools, financial dashboards, and resource mobilization pipelines for the Senior Management Team (SMT).
- Carry out additional tasks or assignments as may be required by the supervisor in alignment with the position’s objectives.
- Performance will be evaluated based on effective partnership development, resource mobilization outcomes, grant management efficiency, adherence to compliance requirements, and the quality of financial analysis and budget support provided.
Essential Duties
- Partnership Management & Resource Mobilization Develop and implement ATI’s Resource Mobilization Strategy to secure new and diverse funding from bilateral/multilateral agencies, foundations, and funds.
- Conduct mapping of potential funding partners and maintain up-to-date partner profiles and intelligence.
- Identify and disseminate funding opportunities and call for proposals aligned with ATI’s priorities.
- Lead external outreach activities, including preparing briefing documents, concept notes, and presentations for potential donors.
- Draft and secure successful funding proposals and concept notes aligned with ATI’s strategic priorities and donor requirements.
- Maintain and strengthen relationships with key donors and development partners through effective, consistent, and high-quality communication.
- Develop and maintain a Resource Mobilization Manual with standard operating procedures.
- Track and report on resource mobilization progress and pipeline to the Partnerships Director and SMT.
Grant Management & Resource Allocation
- Oversee the administration and monitoring of donor funds, ensuring strict compliance with donor, ATI, and Government of Ethiopia (GoE) financial regulations throughout the grant lifecycle.
- Collaborate with Budget Holders, Finance, and Program teams to ensure proper grant allocation in line with allowable and allocable budget lines.
- Facilitate and coordinate grant budget proposal development and revisions. Ensure grant agreements are consistently updated in ATI’s ERP system with accurate financial codes for effective tracking.
- Participate in grant-up-to-date meetings and ensure all financial and compliance action points are tracked up and implemented.
- Lead grant closure activities in collaboration with relevant teams, ensuring full compliance with donor financial and reporting requirements.
- Liaise with the Ministry of Finance (MoF) and donor focal points to maintain financial and reporting compliance for active grants.Financial Analysis & Reporting:
- Analyze financial data, budgets, and project expenditures to produce accurate forecasts, projections, and actionable financial insights.
- Consolidate narrative and financial reports for donor submission, ensuring high-quality, adherence to timelines, and compliance with donor-specific templates.
- Monitor financial performance against forecasts, identifying areas for cost reduction, efficiency improvements, and flagging potential financial risks.
- Budget Support & Financial Guidance: Provide technical guidance to internal teams on donor funding priorities, budget development, and compliance to strengthen fundraising and grant management processes.
- Review draft budgets to ensure alignment with project objectives, donor requirements, and institutional priorities.
- Advise internal teams on optimal resource allocation to achieve program efficiency and impact.
- Support program teams in identifying the need for budget shifts and guide them in preparing realignment requests.
- Guide internal teams in assigning appropriate account codes during budget preparation and financial reporting.
- Consolidate high-level budget inputs from different teams for submission within resource mobilization proposals.
- Capacity Building, Coordination & Compliance:
- Conduct training and awareness sessions for internal teams on resource mobilization,
- proposal development, budget development, grant compliance, and financial reporting.
- Review all budget-related submissions and proposals for accuracy, completeness, and compliance with donor and organizational standards.
- Flag potential financial risks or inconsistencies and propose corrective measures to maintain compliance.
- Provide technical advice to internal teams on donor funding priorities and partnership engagement to enhance fundraising opportunities.
- Undertake any other responsibilities delegated by the supervisor to support the effective implementation of Organizational goals.Required
Qualification, Competencies and Experience:
- Master’s degree in economics, Accounting and Finance, Business Administration, International Development, or a related field.
- At least 8 years of relevant experience, including:
- Proven track record in resource mobilization from bilateral/multilateral agencies and foundations.
- Extensive experience in grant and sub-grant management in the development or agriculture sectors.
- Significant experience in managing relationships with development partners, including donor reporting and compliance.
- Experience in the development or agriculture sectors is preferred.
Skills:
- Proven ability to develop and write successful proposals, concept notes, and strategies.
- Advanced proficiency in MS Excel, financial modeling, PowerPoint, and ERP systems (Agresso preferred).
- Strong analytical, budgeting, influencing, and negotiation skills.
- Ability to establish and maintain productive partnerships with donors, government, and private sector actors.
- Excellent communication, relationship-building, and documentation skills for donor correspondence and reporting.
- Ability to develop and review multi-donor and multi-project budgets, grant utilization reports, variance analyses, and financial dashboards.
- Strong understanding of donor compliance and GoE financial procedures.
- Ability to manage multiple tasks under pressure and meet tight deadlines.
- Fluency in English and Amharic; knowledge of other Ethiopian languages is a plus.
