Summary:

The U.S. Mission in Addis Ababa/Ethiopia is seeking eligible and qualified applicants for the position of Budget Analyst/Accountant.

The work schedule for this position is:

  • Full Time (40 hours per week)

Start date: Candidate must be able to begin working within a reasonable time period (4 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Duties

Under the direct supervision of the Supervisory Financial Assistant, the incumbent performs all aspects of allotment accounting, establishes obligations, issues fiscal data for verifying fund availability under USG Appropriations Law, provides monthly (or more frequent) Status of Funds reports for multiple agencies and formulates budgets for Serviced Agencies. Serves as backup to fellow Budget Analysts/Accountants.

Qualifications and Evaluations

Requirements:

EXPERIENCE: A minimum of four years of work experience in the areas of accounting, budgeting, auditing, or accounts payable is required.

Education: A University Degree in Accounting, Finance, or Business Management is required.

Evaluations:

LANGUAGE: Level 4 (Fluent) Speaking/Reading/Writing English is required. (This may be tested)

                      Level 3 (Good Working Knowledge) Speaking/Reading/Writing Amharic is required. (This may be tested)

(You are required to pass the English Placement Test (EPT) that is conducted by the Human Resources Office).

SKILLS AND ABILITIES:-

Must be able to work independently and follow through on analytical work to minimize the need for detailed work by their supervisors. Must be able to effectively grasp, conceptualize, articulate, and communicate complex data and information orally and in writing to personnel at all levels throughout the Mission. Must exercise a good level of interpersonal skills to facilitate the exchange of information at the working level. Must be a self-starter and able to visualize complex concepts. Must have basic knowledge of computers and software and be able to increase skills in that area through training. Must possess a high level of skill in articulating complex issues and relationships between functions/programs/projects and funding options. Must be knowledgeable with Microsoft Excel, Microsoft Word, and PowerPoint. Must have numerical skills to analyze and summarize financial reports. (These may be tested)
