Summary:
The U.S. Mission in Ethiopia is seeking eligible and qualified applicants for the position of TSA Program Analyst in the HHS office.
Duties
This position serves as the principal technical, analytical, and cultural specialists to the Transportation Security Administration Regional Director (RD)/DHS Attaché (SES) responsible for developing and maintaining professional relationships, working closely with national-level foreign government authorities and U.S. mission officials in the region to promote consistency and compliance between international aviation security standards, foreign government requirements and TSA regulatory programs at established and start-up commercial airports and other transportation modes in throughout Africa and the Middle East (AME) Area of Responsibility (AOR).
Qualifications and Evaluations
Requirements:
- All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam.
- The selected candidate must be able to begin working within a reasonable time (4 weeks) upon receipt of agency authorization or clearances/certifications or their candidacy may end.
Education Requirements:
- Bachelor’s Degree in Business Administration, Management, International Relations, Aviation Law, Communications or related major required.

Experience:
- Five years of general office management work experience within a customer-oriented environment is required. In addition, weekly work experience involving: financial activities such as maintaining budgets, accounts, or bookkeeping; project management and coordination: data management, involving with qualitative and quantitative analysis within law enforcement, aviation, the security sector, the travel industry, or customer service is required.

Language:
- Fluency in Speaking/Reading/Writing English is required. Fluency in Speaking/Reading/Writing Amharic is required. (These may be tested)

Job Knowledge:
- Must have strong knowledge of office management procedures and practices. A solid working knowledge of maintaining and monitoring budgets. A general knowledge of protocol and procedures within Addis Ababa, the Department of Homeland Security, and the Transportation Security Administration. An understanding of transportation security issues within the areas of responsibilities: Africa, the Middle East, and the Caspian Sea Basin.

Skills And Abilities:
Must have advanced proficiency with Microsoft Excel and Word, and basic computer skills in Microsoft PowerPoint and other tracking databases. The incumbent requires excellent verbal, writing, and editorial skills. Must have the ability to operate effectively during contingency operations and support the Regional Director (RD) during crisis management situations. The incumbent has the ability know-how in project management, and or budgetary skills required.
