Job Summary
Under the general direction of the Finance and Administration Manager, the Senior Human Resource, General Services & Property Administration Officer is responsible for planning, directing, and coordinating all human resource, general services, and property administration activities of the Society. The role ensures the effective implementation of HR policies, recruitment, employee administration, asset management, office services, and property maintenance while supporting efficient branch operations and compliance with organizational policies and labor laws.
Key Responsibilities
- Plan, direct, and supervise human resource, general services, and property administration activities of the branches.
- Ensure all branch positions are filled with qualified and competent personnel.
- Evaluate and improve materials management systems to ensure adequate availability of supplies and services.
- Ensure the provision of appropriate office facilities, utilities, and general support services.
- Oversee the maintenance of office buildings, vehicles, equipment, and utilities to ensure uninterrupted operations.
- Continuously assess and improve human resource, materials management, and general service systems to enhance operational efficiency.
- Ensure proper maintenance and insurance coverage of buildings, vehicles, equipment, and other fixed assets.
- Develop and implement preventive maintenance schedules for buildings, vehicles, and other organizational assets.
- Provide professional advice and support to management and staff on recruitment, compensation, employee benefits, training, development, and employee welfare.
- Maintain complete and accurate employee records.
- Ensure consistent implementation of human resource, general services, and property administration policies across regional, zonal, and woreda branches.
- Manage recruitment, promotion, transfer, and termination processes in accordance with organizational policies and labor laws.
- Ensure employee administration complies with the Society's policies and applicable labor legislation.
- Administer employee benefits, including medical and insurance programs.
- Perform other related duties assigned by the Finance and Administration Manager.
Academic Qualifications
- Second Degree (Master's) or First Degree (Bachelor's) in Human Resource Management, Management, Business Administration, Public Administration, or a related field.
Experience
- Master's Degree: Minimum of six (6) years of related work experience.
- Bachelor's Degree: Minimum of eight (8) years of related work experience.
- At least two (2) years of experience in a senior or supervisory position.
Required Skills
- Strong knowledge of human resource management principles and practices.
- Knowledge of labor laws, employment regulations, and HR policies.
- Experience in recruitment, employee relations, performance management, and benefits administration.
- Strong knowledge of general services, property administration, and asset management.
- Experience managing office facilities, utilities, vehicles, and preventive maintenance programs.
- Excellent organizational, planning, and coordination skills.
- Strong leadership, communication, and interpersonal skills.
- Excellent analytical, problem-solving, and decision-making abilities.
- Ability to maintain confidential employee and organizational information.
- Proficiency in Microsoft Office applications and HR information systems.
