MAIN PURPOSE OF JOB:
The MIS Manager will lead the implementation, revitalization, and long-term sustainability of key digital health systems—Dagu-2 (eLMIS), and eRIS, ensuring they remain secure, functional, and effectively utilized by government stakeholders at all levels. Dagu 2.0 serves as Ethiopia's Electronic Logistics Management Information System (eLMIS), aimed at digitizing and optimizing the supply chain for health commodities in public health facilities. The Electronic Regulatory Information System (e-RIS) is designed to automate regulatory processes for medicines, medical devices, and food products led by the Ethiopian Food and Drug Authority's (EFDA) primary online platform.
The role includes providing hands-on technical support, building local capacity, and coordinating with partners to foster data-driven decision-making and transition system ownership to the Government of Ethiopia. These efforts will enhance the visibility of essential medicines, strengthen pharmacy service delivery across Ministry of Health (MoH), EFDA, regional health bureaus (RHB), SCS supported Woreda Health Offices (WoHOs), and health facilities, while reducing inefficiencies and promoting self-reliance.
SPECIFIC RESPONSIBILITIES:
Under the supervision of Deputy Chief of Party and in close collaboration with technical teams in SCS, the MIS Manager is expected to carry out the following responsibilities:
System Implementation and Administration
- Support the revitalization and/or implementation of Dagu-2 operations in selected health facilities ensuring system reliability, data synchronization, and functionality.
- Facilitate routine maintenance, system troubleshooting, and technical support to ensure Dagu-2 compatibility with existing health facility IT infrastructure.
- Support in establishing comprehensive Disaster Recovery Strategies, encompassing backup and restoration mechanisms, for systems like Dagu-2, and eRIS, to safeguard against data loss and maintain operational resilience.
- Support the maintenance and functionality of the eRIS system at the EFDA to streamline critical regulatory processes, including market authorizations, pre-import permits, purchase order approvals, and port clearances including expanding the platform to regional levels
- Establish version control processes for key forms such as the Reporting and Requesting Form (RRF) for health facilities supply chain and pharmacy services tools.
- Monitor and support the functionality of digital dashboards such as Dagu-2, and VIPMA for performance monitoring and maintenance tracking with a focus on maximizing frontline impact.
- Collaborate with government and stakeholders to assess the implementation and maturity of Dagu-2, and eRIS at selected health facilities, focusing on system functionality, data quality, user skills, and workflow integration to identify key gaps.
- Collect, analyze, and act on stakeholder feedback to optimize the performance, usability, and sustainability of supply chain digital health systems (Dagu-2, eAPTS, ePMIS, and eRIS).
Data Use
- Support MoH, EFDA, RHBs, WoHOs, health facilities and EPSS in using data from Dagu-2, and eRIS systems for refill analysis, KPI tracking, and supply chain and pharmacy services performance management.
- Support the implementation of initiatives for supply chain data triangulation at selected health facilities for linking logistics data with service delivery data.
IT Governance
- Support the development and enforcement of policies for data security, system interoperability, and compliance with Ethiopia's digital health standards.
- Support the transition planning and system documentation of and for Dagu-2, and e-RIS system management to government ownership to ensure long-term sustainability post-project and reduce dependency on external assistance.
- Contribute to the development of cost sustainability roadmaps for Dagu-2, and eRIS including others to full government ownership emphasizing efficiency.
Technical Support and Capacity Building
- Build the capacity of RHB staff and Technical Support Teams (TSTs) through training and coaching sessions to independently cascade support to WoHOs and health facilities on Dagu-2 systems functionality, proper data entry, and reporting standards.
- Mentor staff at MOH, RHBs, EPSS, and EFDA on integrated use of Dagu-2, and eRIS systems.
- Support the establishment/ revitalization of a help desk and support mechanism for Dagu-2, and eRIS troubleshooting.
Stakeholder Coordination
- Play a liaison role representing SCS to address implementation challenges of Dagu-2, and eRIS.
- Collaborate closely with the MOH, RHBs and EFDA to ensure a coordinated approach to Dagu-2, and eRIS implementation/revitalization and long-term sustainability.
- Support communication among EPSS, health facilities, and vendors to improve the management of medical equipment, including installation, preventive and corrective maintenance, and warranty utilization.
QUALIFICATIONS
REQUIRED MINIMUM
EDUCATION:
- Master’s degree in Information Technology, Computer Science, Health Informatics, or a related field.
REQUIRED MINIMUM
EXPERIENCE:
- 8 years of hands-on experience in Health IT system implementation, revitalization, or management of digital health projects, preferably within the health supply chain sector.
- Proven experience with eLMIS platforms or similar systems required. Experience with Dagu-2 is preferred.
- Familiarity with regulatory information management systems (RIMS) like eRIS.
- Demonstrated expertise in business intelligence and data visualization platforms, including Power BI, Google Looker, and/or Tableau.
- Demonstrated success in training, coaching, and mentoring facility-level staff.
- Experience in stakeholder coordination with government entities (e.g., MoH, EFDA, EPSS), health facilities, and technology vendors.
KNOWLEDGE AND SKILLS:
- Proficiency in web-based technologies (e.g., Java, Python, JavaScript) and database management (e.g., Microsoft SQL, MySQL).
- Strong understanding of IT infrastructure challenges and solutions in low-resource settings.
- Knowledge of supply chain management principles, regulatory processes and KPIs.
- Experience with digital dashboard management and data visualization for performance monitoring.
- Excellent analytical and problem-solving skills.
- Demonstrates strong communication skills in translating complex technical concepts into clear, actionable insights for diverse audiences.
- Fluency in English required; Amharic or other local languages is a plus.
