Purpose of Job
The African Union launched the Second Ten Year Implementation Plan (STYIP) of the Agenda 2063. Concurrently, the African Union Commission (AUC) is undergoing significant reforms to enhance operational efficiency, strengthen governance, and improve service delivery by institutionalizing Results Based Management.
OSPD led the development of the AU Strategic Plan (2024 – 2028), which must be cascaded to several Organs and the Specialized Technical Offices. Additionally, the AUC Plan must align with internal portfolios. A robust monitoring and evaluation system with fully resourced human resources is essential for the systematic institutionalization of RBM and appropriate delivery of the Strategy.
The Monitoring and Evaluation Officer should be experienced in the design, management, and implementation of various monitoring and evaluation systems to facilitate periodic monitoring, evaluation, and reporting on the progress of related programmes.
This position falls under the supervision of the Senior Monitoring and Evaluation Officer (P3). The Officer will also be responsible for periodic review and management of the AU frameworks, implementing specified initiatives to ensure the appropriate adoption of RBM, including recommendations for aligning leadership, organizational culture, systems, and processes.
Main Functions
- Develop and manage comprehensive monitoring and evaluation systems for regular tracking and reporting on programme performance and impact.
- Support the design and development of key performance indicators (KPIs) to measure the effectiveness of strategic initiatives.
- Assist departments in developing and managing the institutional monitoring and evaluation framework document.
- Manage the projects and programme results framework, ensuring it is implemented, monitored, and assessed.
- Support the development of components of the Monitoring and Evaluation Frameworks as outlined in the RBM concept.
- Periodically review and manage the African Union’s M&E frameworks to ensure relevance and effectiveness.
- Provide expert advice on lessons learned for implementing programmes and projects within the African Union institutions.
- Support effective coordination of the RBM transition process across the AU.
Specific Responsibilities
- Work closely with programme teams, leadership, and stakeholders to ensure M&E activities are integrated.
- Provide technical support and capacity-building to relevant staff on M&E methodologies, tools, and best practices.
- Enhance the quality of programme management through accountability and learning quality assurance systems.
- Provide overall monitoring and evaluation, data analysis, project management, and reporting of the programme lifecycle.
- Prepare overall progress reports on programme implementation.
- Assist in preparing meetings, seminars, and workshops with relevant stakeholders.
- Ensure M&E activities comply with AUC policies and partner requirements.
- Provide data for the development of RBM and other reform processes across the AU organs and institutions.
- Perform any other relevant functions as assigned.
Academic Requirements and Relevant Experience
- A Bachelor's Degree in Economics, Statistics, Monitoring and Evaluation, or a related field with a minimum of five (5) years’ experience in project management, monitoring and evaluation.
- Or a Master’s degree in the same fields with 2 years’ experience in the noted areas.
- Experience working within international or multilateral organizations is an added advantage.
- Familiarity with quantitative and qualitative research methods.
