Key Responsibilities
40% Program leadership & delivery
- Lead WVE work-planning, sequencing, and implementation oversight across WVE sectors (WASH in Amhara; livelihoods in Gambella), ensuring outputs are delivered on time and to required standards.
- Drive integration between basic services and economic inclusion approaches, consistent with the Action’s multisector logic and coordination requirements.
- Ensure field teams operationalize cross-cutting priorities (safeguarding, inclusion, gender, accountability), embedded across service delivery structures (e.g., community committees).
- Manage project budgets and resources in line with the planned expenditure across all years of the project.
- Manage and approve project-related travel for staff and participants.
- Ensure proper use and maintenance of equipment and local office supplies.
- Oversee the implementation of a broad range of fostering social inclusion, peacebuilding, and local ownership.
10% Consortium coordination & external engagement
- Represent WV in consortium governance and coordination platforms, including monthly/quarterly coordination mechanisms and joint planning/budgeting processes.
- Engage with key external stakeholders through agreed structures (e.g., coordination forums chaired by RRS, sector working groups, community feedback mechanisms).
- Support program steering/technical review as required.
15% Monitoring, Evaluation Evidence and Knowledge Management
- Lead and coordinate with MEAL coordinator and MEAL team on the use of innovative monitoring tools to collect evidence on resilient interventions.
- Ensure the collection and synthesis of socio-economic data to guide interventions and inform policy decisions.
- Conduct regular assessments and audits to ensure adherence to established standards and to facilitate continuous improvement.
- Oversee the collection and synthesis of evidence, including using innovative monitoring tools like SAVIX/MIS App, to inform decision-making.
- Facilitate cross-learning and lesson-sharing to inform WFP programs, civil society, and governments.
- Generate and present robust evidence of the project's socioeconomic outcomes to stakeholders.
15% Capacity Building & Field Support
- Mentor, coach, and provide technical guidance to staff and local partners.
- In collaboration with the National Office, design and facilitate training programs for staff, ensuring knowledge transfer and skill enhancement.
- Conduct field visits to monitor program quality and provide hands-on support to ensure the project meets its objectives of strengthening the resilience of communities, increasing climate-smart agriculture, local value chain development, financial inclusion, and rural enterprises.
- Train new staff and partners on context-specific resilient intervention practices, evidence-based decision-making among partners, and strengthening climate-smart interventions and value chains sectors.
10% Grants management, compliance, and reporting
- Ensure WV compliance with EU contractual requirements, consortium SOPs, and WV policies.
- Lead WV technical narrative inputs, indicator progress updates, and contributions to consortium reporting cycles.
- Ensure EU visibility compliance is implemented in WV activities and communications products per EU guidance referenced in the Action.
10% Financial & operational management
- Manage WV component budget execution, forecasting, burn-rate review, and cost allowability (with finance/grants).
- Oversee procurement planning and contract management for works/goods/services required for WASH infrastructure and livelihood activities.
- Lead risk management for WV implementation (access, operational constraints, safeguarding risks, partner performance).
Qualification
- Master’s (preferred) or Bachelor’s in WASH, public health, engineering, development studies, economics, rural development, project management, or related field.
- Minimum 7+ years of progressively responsible experience in NGO/INGO programming, including at least 3 years in senior project/program management on donor-funded grants.
- Demonstrated experience managing multi-sector projects and field teams, with strong coordination skills across partners and government.
- Strong competence in: results-based management, work planning, budgeting, compliance, procurement oversight, and high-quality reporting.
- Familiarity with accountability mechanisms and safeguarding/PSEA mainstreaming in operations.
- Proven ability to work with a diverse range of stakeholders, including governments, NGOs, communities, and research institutions.
- Experience in a project that combines technological innovations with strong, inclusive community engagement.
- Strong financial management skills, including budgeting and cost analysis.
- Experience in evidence-based programming and a capacity to use data to guide interventions and adaptive management.
- Familiarity with the challenges and opportunities related to rural livelihoods and the natural resource base in the agrarian and pastoral contexts of Ethiopia.
- Excellent communication skills.
- Strong understanding of Ethiopian policies, strategies, and regulatory requirements related to re-greening and climate change initiatives.
- Excellent interpersonal and leadership skills, with the ability to work with diverse teams.
- Strong report writing, analytical, and presentation skills in English.

Required travel and/or work environment accommodations
- Based in Addis Ababa with frequent travel to Amhara (Aftit/Metema) and Gambella (Louk Dong) (and coordination as required with consortium structures in target regions).
- Regular external engagement with the consortium led (Plan International) and EU, member NGOs, private sector, and government.
- Field conditions may include challenging terrains, limited infrastructure, and security-sensitive areas.
- Extended hours may be required during report submissions and whenever required.
