Job Summary
The Senior Finance and Administration Officer is responsible for ensuring accurate, timely, and compliant financial management and administrative support for the organization's projects and operations. The role oversees financial administration, budgeting, reporting, payroll management, human resources administration, logistics coordination, and compliance with donor regulations and national laws while supporting organizational financial accountability and operational efficiency. The position reports administratively to the Finance Manager and functionally to the Executive Director.
Employment Information
- Employment Type: Full-time (37.5 hours per week).
- Contract Duration: One-year fixed-term contract with the possibility of extension.
Education
- Bachelor’s Degree or MBA in Business Administration, Accounting, Finance, or a related field.
Experience
- Minimum of 5 years of post-qualification experience in a similar position.
- Experience working in an NGO environment is preferred.
- Experience with donor-funded projects, including UNITAID, EU, USAID, and other international donors.
- Experience in work plan budgeting, expenditure monitoring, and donor financial reporting.
Key Responsibilities
Financial Management & Reporting
- Prepare, review, and ensure the accuracy of financial documents, reports, and statements.
- Facilitate budget preparation in collaboration with technical and operational teams.
- Monitor project budgets, expenditures, and budget variances.
- Ensure compliance with donor financial regulations and local government requirements.
- Prepare bank reconciliations, cash flow forecasts, and financial statements.
- Process payroll while ensuring compliance with tax and pension regulations.
- Prepare and submit monthly financial reports to internal management and donors.
- Coordinate internal and external audits and address audit findings.
- Determine project cash requirements and prepare monthly cash flow reports.
- Monitor cash availability to support project implementation.
- Prepare budget-versus-actual expenditure reports and monitor financial variances.
- Support the implementation of effective financial accountability and internal control systems.
- Ensure all financial transactions are accurately recorded and posted into the accounting system.
- Prepare monthly balance sheet account schedules and report financial irregularities.
- Organize financial documents to meet audit requirements.
- Prepare financial reports for donor and statutory audits.
- Review invoices and supporting documents before processing payments.
- Ensure timely payment of withholding tax, income tax, pension contributions, and other statutory obligations.
- Prepare staff payroll and employee benefit settlements.
- Maintain proper financial documentation and stamp posted documents after processing.
Administration & Human Resource Management
- Maintain organized financial, administrative, and HR records.
- Coordinate recruitment and onboarding activities.
- Provide guidance to staff on HR policies and procedures.
- Manage employee leave, benefits, contracts, renewals, and terminations.
- Ensure HR practices comply with Ethiopian labor law and organizational policies.
- Support staff and partner organizations on financial and administrative matters.
- Ensure proper archiving of organizational documents in accordance with KNCV standards.
Logistics & Operational Support
- Provide logistics support for project implementation activities.
- Manage, register, and track organizational assets and inventories.
- Support administrative operations to ensure efficient project delivery.
- Perform other duties assigned by the Finance Manager.
Technical Skills
- Strong knowledge of financial management, budgeting, and accounting principles.
- Knowledge of International Public Sector Accounting Standards (IPSAS).
- Proficiency in QuickBooks and other accounting software packages.
- Experience with donor financial management, budgeting, and expenditure monitoring.
- Strong payroll administration and statutory compliance knowledge.
- Excellent financial reporting, reconciliation, and audit preparation skills.
- Proficiency in Microsoft Office applications, particularly Excel.
