Program and Position Summary
The ATI has launched the Energizing Women and Youth in Agri-Food System (EWAS) project to tackle unemployment and promote green energy in the agricultural value chain. Key aspects include:
- Integrating youth employment, gender equality, and climate-smart practices
- Creating sustainable job opportunities for over 3 million smallholder farmers
- Establishing grain milling, horticulture collection centers, and honey processing enterprises
Essential Duties
- Review specifications and requirements of goods before starting the procurement process.
- Prepare bid documents and facilitate the announcement and solicitation process.
- Conduct market research to identify cost-effective and reliable suppliers.
- Ensure necessary systems and administration activities are carried out accurately and timely.
- Review requisitions and determine appropriate sourcing procedures.
- Prepare annual procurement needs and consolidate them into the annual procurement plan.
- Plan and manage procurement-related risk management regarding supply contracts.
- Prepare bid documents and contract agreements in accordance with guidelines.
- Evaluate and select suppliers based on quality, cost, reliability, and service.
- Monitor supplier performance and resolve disputes or non-compliance issues.
- Establish procedures for receiving and opening bids/proposals.
- Prepare and facilitate contract signatures and examine existing agreements.
- Prepare correspondence for requesting donor approval of procurement steps.
- Collect goods purchased as per specifications and check delivery timelines.
- Assist program team members with fieldwork as needed.
- Coordinate and resolve problems with the procurement team and end users.
- Follow up on the implementation of procurement contracts.
- Ensure proper processing and filing of procurement-related documentation.
- Facilitate and handle procurement-related conflicts and contract management issues.
- Review and submit periodic procurement status reports.
- Conduct internal audits and risk assessments related to procurement activities.
- Assist in presenting procurement evaluation reports to the Procurement Endorsing Committee.
- Handle any other procurement-related activities as requested by the supervisor.
Required Qualifications, Competencies, and Experience
- BA or master’s degree in relevant fields such as procurement or management.
- At least 6 years (with Bachelor’s) or 4 years (with Master’s) of related experience.
- Knowledge of Government and donor procurement procedures.
- Experience in managing large-scale procurement.
- Experience in handling foreign procurement and customs clearance.
- Good knowledge of supplies management software is a plus.
- Experience in collecting and analyzing data.
- Ability to establish effective working relationships and multitask.
- Working experience in donor-financed projects is a plus.
- Ability to handle multiple tasks and meet deadlines.
- High integrity with effective communication skills.
- Proficiency in computer and internet-based communication tools.
- Strong verbal and written communication skills in English and Amharic.
