Terms of Reference (ToR)
1. Background
Omni Ethiopia, in partnership with DW Akademie and the Ethiopian Media Council (EMC) is implementing the Empowered Media-Informed Communities (EMIC) Project. The project is funded by the German Government and supported by the Deutsche Gesellschfat fur Internationale Zusammenarbeit (GIZ) GmbH.This initiative aims to strengthen Ethiopia’s community radio sector by enhancing the capacity of journalists in critical thematic areas.
The second phase of the EMIC project will involve in-person training in six regional towns, equipping community radio journalists with the knowledge and tools to report on electoral processes and foster civic engagement in their communities.
2. Objectives of the Training
The training is designed to:
- Strengthen journalists’ understanding of electoral processes, voter rights, and democratic governance.
- Equip participants with practical skills to report accurately, fairly, and inclusively on electoral issues.
- Build capacity to produce multimedia content that encourages civic dialogue and participation.
- Enable journalists to identify and counter misinformation and hate speech during the election period.
- Foster ethical standards in election reporting aligned with Ethiopian media regulations.
3. Scope of Work
The trainer will be responsible for designing and delivering an interactive, hands-on training session covering:
Election Reporting and Voter Education
- Electoral processes, legal frameworks, and the role of the media.
- Electoral systems and governance structures in Ethiopia.
- Election coverage techniques (field reporting, interviews, investigative angles).
- Ethical considerations in election reporting (fairness, balance, and impartiality).
- Investigative election journalism and fact-checking techniques.
- Covering underreported election stories and amplifying marginalized voices.
4. Methodology
The training should be highly interactive and practical, incorporating:
- Presentations and expert lectures.
- Case studies of successful election reporting.
- Hands-on exercises and real-world simulations.
- Group discussions and peer learning activities.
- Practical content production sessions. Guide participants through the development of sample election content and reports.
- Conduct Pre and post-training assessments to evaluate learning outcomes.
5. Deliverables
The trainer is expected to provide:
- A finalized training curriculum covering both voter education and election reporting.
- Training materials including presentations, exercises, handouts, and reference tools.
- Pre- and post-assessment tools to evaluate knowledge gained.
- Guidance and feedback on participants’ election-focused content production.
- A final training report summarizing session outcomes, participant performance, and recommendations for follow-up.
6. Duration & Location
- The training will take place across six regional towns: Addis Ababa, Dire Dawa, Hawassa, Jimma, Arba Minch, and Bahir Dar.
- Each session will run for four consecutive days, with approximately 20 participants per town.
- Trainings will be started in May or June 2025.
7. Trainer Qualifications and Experience
The ideal trainer should have:
- At least 5 years of experience in civic education, election reporting, or journalism training.
- Demonstrated expertise in Ethiopian electoral law and media guidelines.
- Strong skills in participatory training and adult education methodologies.
- Experience working with community radio or local media.
- Proficiency in Amharic; knowledge of additional local languages is an asset.
- Excellent communication, facilitation, and mentorship capabilities.
