I. JOB SUMMARY:
The Senior Finance Officer is responsible for maintaining accurate and complete records by International Public Sector Accounting Standards (IPSAS), WEEMA Financial Policies and Procedures, and local government requirements. She/he supports the Head of Finance and Operations in developing and reviewing financial management policies and procedures of the organization. She/he supports annual and project budget development. She/he is responsible for reviewing financial documents, overseeing data entry, and supporting reports preparation and dissemination. She/he creates and maintains appropriate electronic and physical financial records and files. She/he is responsible to create and update the fixed asset register of WEEMA. She/he actively engages in new project budget development and also monitors existing project/s budget. She/he also monitors the accuracy and completeness of field office finance reports. She/he supports the development and dissemination of various financial reports to internal and external users.
II. SPECIFIC DUTIES AND RESPONSIBILITIES:
Job Responsibility #1: Accounting Systems and Structures Design
- Supports the Head of Finance and Operations in designing and/or reviewing WEEMA’s financial management policies and procedures;
- Supports design and application of pertinent financial management templates;
- Creates and maintains fixed asset register of WEEMA;
- Supports and facilitates periodic and scheduled inventory at the organization level.
Job Responsibility #2: Financial Management and Accounting
- Review and verify financial documents (payments and receipts);
- Prepares organizational and project/program budgets in collaboration with the SMT and Programs team;
- Ensures that planned activities are carried out in line with the approved annual plan and budget;
- Verifies and ensures the required documentation and authorization are presented before effecting payments and encoding data into the system;
- Supports timely and quality data entry into prevailing accounting system (quick books experience is an advantage);
- Ensures that all unused official documents and vouchers of the organization are properly registered and are available in sufficient quantity;
- Ensures monthly payroll for all staff is prepared according to policies and procedures of WEEMA;
- Ensures the timely settlement of payroll tax, staff provident fund, and other obligations;
- Assists field-office finance team to comply with financial management policies and procedures of WEEMA;
- Processes payments which involve ensuring all payments are adequately supported by appropriate documentation;
- Ensures that the necessary format and documentation are used before and after payment is effected;
- Ensures all supplier's invoices and bills are paid on a timely basis;
- Ensures tax and other liabilities are paid out to the relevant authorities on time;
- Prepares journal entries for transfers, corrections, and adjustments;
- Reconciles bank statements with books of accounts every month and report accordingly;
- Make sure that all activities are done according to the agreement made with partners;
- Follow up on the financial transactions of the field office;
- Responsible for the reconciliation of accounts payable and receivable
Job Responsibility #3: Reporting and Documentation
- Prepare and share monthly/quarterly program budget utilization reports segregated by project;
- Prepare and share Mid-term and Terminal financial reports as requested by project owners;
- Prepare and share budget against expenditure analysis report with program team and advise for corrective actions as appropriate;
- Supports the Head of Finance and Operations whilst preparing periodic and annual budgets and reports;
- Supports the Head of Finance and Operations in facilitating local audits;
Job Responsibility #4: Policy, compliance, and others
- Adhere to the PSEAH Policy and Code of Conduct, and report all concerns of any suspected violation of these policies.
- Contribute to the realization of WEEMA’s Gender Strategy and inclusive culture, including doing one’s part to create a safe, equitable, and nondiscriminatory environment.
- Stick to the WEEMA HR Manual, Child Protection Policy, Gender Strategy, Whistleblowing Policy, Safety and Security Policy, and PSEAH Policy.
- Performs other duties as assigned by the Head of Finance and Operations.
MINIMUM QUALIFICATIONS:
A) EDUCATION/TRAINING
- MA, MSC, MBA/BA, BSc in Accounting, Finance, or related discipline.
B) EXPERIENCE
- 5/7 years of relevant work experience.
C) TECHNICAL AND OTHER SKILLS
- Excellent computer application skills; familiarity with accounting software is required.
- Good interpersonal communication skills and ability to effectively liaise with government, vendors, and service providers;
- Excellent knowledge of donors' rules and regulations, local government tax regulations;
- Excellent reporting, planning, organizational, analytical, and decision-making skills;
- Proficiency in English and Amharic languages is required; Proficiency in other local languages is desirable
- Proven team building and management skills.
Duty Station (Place of Work): Addis Ababa with occasional travel to the field.
Mode of Employment: One-year contract with the possibility of extension
