About the Ethiopian Red Cross Society
The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 14 Regional Offices, Zonal Branches and District/Woreda Branches, Woreda Red Cross Committee and Kebele Red Cross committees.
ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.

Job Summary
Under the Director of the Health and WASH department, the Emergency Medical Service Manager is responsible for planning, organizing, directing, coordinating, and overseeing the first aid and ambulance services in compliance with regulatory requirements. This includes developing policies, strategies, operational standards, and guidelines for the service, ensuring their implementation. He/she also tasked with formulating and executing a strategic and operational plan that aligns with the service’s mission, staff development, quality improvement, and fleet management. Furthermore, the role involves ensuring compliance with all external regulatory authorities and incorporating continuous quality improvement principles, techniques, and tools across all operational areas.
Specific Duties and Responsibilities
- Plans, organizes, directs, coordinates, and controls emergency medical services or pre-hospital emergency care services, including first aid and ambulance services, in accordance with regulatory requirements.
- Develop and implement a strategic plan and guidelines for the EMS division, outlining goals, objectives, and initiatives;
- Conduct regular reviews of the strategic plan to ensure it remains aligned with the needs of the community and the National Society goal.
- Drives increased revenue to achieve the National Society’s ambitious objectives outlined in the strategic plan.
- Adopts, implements and ensures compliance with first aid and ambulance service policies, strategies, operational standards, and guidelines.
- Oversees, support branches to ensure timely and effective responses to emergency calls involving accidents, disasters, or medical emergencies.
- Promotes first aid and ambulance services to the community at large, private and government hospitals and health insurance agencies.
- Develops and ensures standardization and expansion of first aid and ambulance services throughout the National Society’s structure.
- Monitors and evaluates the performance of first aid and ambulance services, producing regular and special reports.
- Supports the expansion of the division’s interventions with diverse ambulance packages.
- Develop and implements a strategic and operational plan that addresses mission, staff development, quality improvement, financial performance, market assessment, fleet management, and compliance with external regulatory agencies;
- Work closely with partnership and project design team to mobilize resources to advance existing Ambulances, improve services, and procure new Ambulances vehicles;
- Standardize Ambulances in collaboration with partners, key stakeholders, Government sector and regional branches;
- Benchmarks key performance indicators and major processes to achieve best practices and ensure consistency across the collaborative network;
- Utilizes continuous quality improvement philosophies, techniques, tools, and innovative approaches in all aspects of the operation;
- Develops supportive working relationships with other work units within the organization including branch offices, and key relationships within the communities served;
- Works closely with DPR, Public health, WASH, and DRR work units to mitigate risks and build community resilience during disaster preparedness, response and recovery efforts;
- Works on partnerships and networking with stakeholders;
- Follow up and make sure that all first aid and ambulance service professionals; emergency medical technicians, ambulance vehicle drivers etc. are ready to provide 24 hours’ service to emergency needs;
- Foster a positive and supportive work environment that promotes employee morale and job satisfaction;
- Conduct research to evaluate the effectiveness of EMS interventions and identify areas for improvement;
- Manage staff schedules, performance evaluations, and disciplinary actions;
- Explore innovative approaches to EMS delivery, such as telemedicine and mobile health technologies, and collaborate with academic institutions and research organizations to advance EMS knowledge and practice;
- Promote and support First aid and community-based first aid programs to empower individuals with life-saving skills;
- Evaluate the situation and focus on achieving financial self-reliance and sustainability to deliver ambulance services across the country.
- Ensure that EMS services are provided impartially and without discrimination;
- Facilitate Ambulance vehicle and consumable materials procurement and delivery upon the request of ERCS branches;
- Provide additional support to the NS as and when requested by the Director for Health and WASH department;
Qualification
- Second/First Degree in Public Health, Medical Doctor (MD), Health Officer, Nurse, Emergency Medicine and Critical care specialist nurse and
- 8/10 years’ relevant work experience, and out of these 4/6 years in a managerial position.
