Job Description

Background

The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support, and oversight of the United Nations security management system (UNSMS) globally. As a global leader in security risk management principles, UNDSS enables the safe and effective delivery of United Nations programmes and activities in the most complex and challenging environments, while maximizing precious resources. To this end, the work of the Department is aligned under a clear mission: to enable United Nations system programme activities through trusted security leadership and solutions.

Duties and Responsibilities

Key functions under the Supervision of the Field Security Coordination Officer include the following:

Assists the CSA/SA/FSCO in collecting, updating, and communicating information regarding the security situation of the country and on the management of resources mobilized:

  • Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations and other non-State actors in the area of operation.
  • Helps to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation by the FSCO.
  • Communicates information on security to the heads of United Nations agencies and provides host country security advice to UNDSS in the absence of the FSCO, as required.
  • Maintains regular contacts with Security Focal Points of UN agencies.
  • May be requested to provide technical assistance at ASMT meetings, in the absence of the FSCO.
  • Ensuring the smooth running of daily operations in the office

Assists with data acquisition and manipulation for graphic report presentations:

  • Maintain security related electronic databases and produce hard copy files on a regular basis when requested.

Assists in maintaining the Security Plan, including updating staff lists:

  • Helps in the preparation and review of the UN Security Plan.
  • Supports actions during the implementation of the Security Plan, as required.
  • Establishes and maintains warden system and keeps update of information related to UN offices and residences;
  • Act as the CSA’s liaison with the UN India family for the Warden System development and maintenance and other GIS requirements.

Assists the CSA/DSA/FSCO in monitoring compliance with Security Risk Management Measures (SRMM) established for the duty station.

  • Assists with the compilation of data required for the MOSS Self-Assessment Programme;
  • Conducts security evaluations and provides advice on security measures for the residences (Minimum Operating Residential Security Standards - MORSS) of UN staff, as well as on latest trends and threats to staff safety and security.
  • Assists in reporting security incidents affecting UN staff, offices, and assets, and assists in the preparation of security reports, such as the Security Incident Report, the Security Assessments, and the Quarterly Incident Report.
  • Provides support in organizing and conducting training courses on security awareness and preparedness and providing security orientation to newly assigned staff members. Conducts security briefings, as required.

Provides general administrative assistance to the CSA/DSA/FSCO:

  • Maintains routine and confidential correspondence files/documents.
  • Maintains a database on contact details in relation to host country security authorities.
  • Arranges appointments, receives visitors, places and screens telephone calls and answers queries with discretion, and takes minutes and/or notes at meetings.
  • Maintain a database of all UNDSS assets
  • Engage with UNDP on all administrative actions through Quantum to raise requisitions, travel requests, reviewing budgets, etc.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The FSA reports to the Chief Security Adviser.

  • Business Development: Risk Management - Ability to identify and organize action around mitigating and proactively. managing risks.

Required Skills and Experience

Education:

  • Secondary education is required, or
  • University Degree (Bachelor’s degree) in Business Administration, Security, Finance and Accounting, or relevant related field, would be given due consideration but is not a requirement.

Experience:

  • A minimum of 6 years (with high school diploma) or 3 years (with a bachelor’s degree) in security or operations and administration.
  • Knowledge of using HF and VHF radio operation.
  • Knowledge of security and administrative systems and the use of enterprise resource planning systems such as Quantum.
  • Prior experience with the UN/UNDSS system or an international NGO, are desirable.
  • 2 years of blended experience in security and operations, administration is an advantage
  • Experience in security, protection and intelligence considered an asset
  • Specialized training in office management and administration is highly desirable Hands-on experience with UNDP Procurement process and Policy is preferred.
  • Proven knowledge of UNDP programme management procedures and policies

Language:

  • Fluency in English and Amharic (oral and written) is required.
