Organizational Context and Scope

The Ethiopian Civil Society Organizations Forum (ECSF) is a non-partisan, impartial, inclusive, and voluntary national platform established in May 2013. It was re-registered under the Ethiopian Civil Society Organizations Proclamation No. 1113/2019 with certificate number 4414 by the Authority for Civil Society Organizations (ACSO).

ECSF serves as a “network of networks,” currently embracing more than 54 consortia with over 1,500 member organizations across the country. The Forum has extensive experience in coordinating networks and mobilizing them around common national agendas.

The vision of ECSF is to see effective, responsive, and accountable governance in Ethiopia with active civil society participation by 2050. The Forum was established to address critical challenges facing the CSO sector, including lack of coordination among networks, and strained relations between CSOs and the Government.

Core Functions and Responsibilities

ECSF is seeking to recruit a qualified Finance and Administration Head who will be responsible for ensuring the smooth financial and administrative operations of the organization’s projects and programs. The incumbent will:

  • Manage day-to-day financial transactions and ensure accuracy and compliance;
  • Prepare timely financial reports (monthly, quarterly, and annually) as required;
  • Support the preparation of annual and quarterly work plans and budgets;
  • Prepare detailed cost estimates and participate in budget development, analysis, and projections;
  • Maintain proper financial records and documentation;
  • Ensure adherence to financial policies, procedures, and donor requirements;
  • Provide administrative support and coordinate administrative activities;
  • Perform any other duties as assigned by the Project Manager or Executive Director.

About You

Required Qualifications and Experience

A. Educational Qualification

University Degree (BA/BSc) in Accounting, Finance, Business Administration

B. Professional Experience

  • Minimum of five (5) years of relevant experience in finance, accounting, and administration;
  • Proven experience in financial management of development projects and programs;
  • Experience working with NGOs or International Organizations is highly desirable;
  • Strong knowledge of accounting software, particularly Peachtree (highly advantageous), QuickBooks, or similar systems;
  • Good understanding and experience in IPSAS (International Public Sector Accounting Standards) or other internationally recognized accounting standards;
  • High level of proficiency in MS Office applications (especially Excel and Word) and experience with web-based management systems;
  • Ability to plan and prioritize work effectively under pressure and meet tight deadlines.

C. Languages
