Job Description

What we are looking for: The Project Manager (PM) for House, Land, and Property (HLP) rights will lead the implementation of all NRCs Information, Counselling and Legal Assistance (ICLA) and HLP activities in the Mai Tsebri and surrounding areas. He/she will be responsible for managing the overall NRC ICLA/HLP technical quality, timely implementation and monitoring of the delegated project portfolio and staffing, and ensuring alignment with project outcomes, strategy, and design. They will also contribute to border country-level program development in collaboration with the ICLA Specialist. The following is a brief description of the role. What you will do:

Generic Responsibilities:

  • Line management for ICLA project staff.
  • Adherence to NRC policies, guidance, and procedures
  • Contribute to the development of Country, Are,a and ICLA strategies, initiate and participate in the development of relevant HLP/ICLA projects
  • Coordinate and manage HLP project implementation (activities, budget, and project documentation) in line with proposals, strategies, and donor requirements
  • Provide technical direction to the ICLA team and ensure high technical quality of projects

Specific Responsibilities:

  • Manage HLP/ICLA projects, taking responsibility for overall progress and achievement of key objectives within the following parameters: time, cost, scope, benefits and risk
  • Develop, manage and monitor project budget in cooperation with the Head of Program, ICLA Specialist, and ICLA Coordinator, including budget expenditures, forecast vis-à-vis project implementation and coordinate across CCs
  • Led the coordination and external engagement within the sub-national Protection Cluster, co-lead of the sub-national HLP WG in Northern Ethiopia, critical donors, and other key humanitarian actors, such as contributing to Ethiopia's HLP AoR strategy.

What you will bring:

Generic professional competencies:

  • Relevant University Degree, preferably Law
  • Minimum 5 years of experience in a senior-level project implementation position, preferably in a humanitarian/recovery context, partnerships, civil society strengthening, and/or legal assistance projects
  • Experience in the field of law and forced displacement
  • Project cycle management skills
  • Team management experience
  • Documented results related to the position’s responsibilities
  • Previous experience working in complex and volatile contexts
  • Leadership skills
  • Fluency in English, both written and verbal

Context/ Specific skills, knowledge, and experience:

  • Experience with ICLA or related legal aid programs is highly desirable
  • Knowledge and/or experience of the legal and judicial context of Ethiopia is highly desirable
  • Experience working in the complex politically humanitarian context
  • Knowledge of the displacement context in Northern Ethiopia
  • Experience of working with donors (EHF, ECHO, NMFA, SIDA, GFFO, etc.)
  • Experience of working in consortia
  • Advocacy experience
  • Cultural sensitivity

What we offer

  • Duty station: Mai Tsebri, Ethiopia
  • Contract: 12 Months (national staff contract)
  • Travel: up to 10%.
  • Salary/benefits: grade 8
